HomeMy WebLinkAboutCC RESO 2016-63RESOLUTION 2016 — 63 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY APPROVING THE FIRST AMENDMENT TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) AMENDED 2015 TO 2019 CONSOLIDATED PLAN FOR PROGRAM YEARS AND 2015-2016 ANNUAL ACTION PLAN, AND AUTHORIZING THE ALLOCATION OF 2016-2017 HUD ENTITLEMENT GRANT FUNDS, PROGRAM INCOME, AND FUNDS REMAINING FROM COMPLETED PROJECTS TO COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME INVESTMENT PARTNERSHIPS PROGRAM ACTIVITIES PROPOSED FOR THE FISCAL YEAR 2016-2017 ANNUAL ACTION PLAN WHEREAS, as an entitlement community, the City of National City administers the Community Development Block Grant ("CDBG") and the Home Investment Partnerships Act ("HOME") Program for the Federal Government under the United States Department of Housing and Urban Development ("HUD"); and WHEREAS, in accordance with the federal regulations at 24 CFR, Part 91, the City is required to prepare and submit a Five -Year Consolidated Plan and an Annual Action Plan for Housing and Community Development Programs funded by CDBG and HOME; and WHEREAS, the First Amendment to the 2015-2019 Five -Year Consolidated Plan and 2015-2016 Action Plan address changes in the program priorities. The City will reallocate funds from the Owner -Occupied Rehabilitation Program to the First -Time Homebuyer Program. The 2016-2017 Action Plan outlines the intended uses of resources for fiscal year ("FY") 2016-2017; and WHEREAS, HUD requires that all CDBG and HOME Program entitlement communities, such as the City of National City, hold at least two public hearings and a 30-day public comment period to solicit input on the First Amendment to the Five Year Consolidated Plan and 2015-2016 Annual Action Plan, and the 2016-2017 Annual Action Plan; and WHEREAS, the City Council conducted a duly advertised public hearing on March 15, 2016 and May 3, 2016, to receive input from the public; and WHEREAS, the 30-day comment period for the draft First Amendment to the Consolidated Plan and 2015-2016 Action Plan, and the 2016-2017 Annual Action Plan occurred from March 28, 2016 to April 27, 2016; and WHEREAS, the City will incorporate public comments received into the final submission of said Plans by May 15, 2016; and WHEREAS, HUD has notified the City of its FY 2016-2017 entitlement allocations in the amount of $803,710 for CDBG and $260,635 for the HOME Program that will be appropriated to 2016-2017 Annual Action Plan activities, hereto attached as Exhibit "A"; and WHEREAS, staff has identified and verified the availability of $37,726 in CDBG and $217,680 in HOME funds remaining from previous year projects that have been completed to supplement the funding of activities in FY 2016-2017 Annual Action Plan as listed on the attached Exhibit "A"; and Resolution No. 2016 — 63 Page Two WHEREAS, staff has also identified and verified program income received from the CDBG Program in the amount $33,196 and $198,277 for the HOME Program to further supplement the funding of activities in FY 2016-2017 Annual Action Plan as listed in Exhibit "A" (attached). NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of National City hereby authorizes the reallocation of $37,726 in CDBG and $217,680 in HOME funds remaining from completed projects and the allocation of $33,196 in CDBG Program income and $198,277 in HOME Program income to supplement the funding of activities included in the FY 2016-2017 Annual Action Plan, as set forth in Exhibit "A". BE IT FURTHER RESOLVED that the City Council authorizes the submission of the First Amendment to the 2015-2019 Five Year Consolidated Plan and 2015-2016 Annual Action Plan and the 2016-2017 Annual Action Plan for the expenditure of said funds to the U.S. Department of Housing and Urban Development. BE IT FURTHER RESOLVED that City Manager is hereby authorized to execute in name of the City of National City the final submission the First Amendment to the 2015-2019 Five Year Consolidated Plan and 2015-2016 Annual Action Plan and the 2016-2017 Annual Action Plan, certifications, and any agreements required by HUD for the full implementation of the activities funded under said 2016-2017 Annual Action Plan. BE IT FURTHER RESOLVED that the City Council authorizes Fiscal Year 2016-2017 HUD entitlement allocations in the amount of $803,710 for CDBG and $260,635 for the HOME Program be appropriated to Fiscal Year 2016-2017 Annual Action Plan activities, as set forth in Exhibit "A".
