RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY
AUTHORIZING AMENDMENT NO. 13 TO THE 2014 REGIONAL TRANSPORTATION
IMPROVEMENT PROGRAM ("RTIP") FOR NATIONAL CITY TO INCREASE
PROGRAMMING OF LOCAL TRANSNET (PROP "A") FUNDING FOR
THE CITYWIDE SAFE ROUTES TO SCHOOL PROJECT IN THE AMOUNT OF
$364,000 THROUGH A TRANSFER OF FUNDS FROM THE PLAZA BOULEVARD
WIDENING AND HIGHLAND AVENUE COMMUNITY CORRIDOR PROJECTS
WHEREAS, on November 4, 2004, the voters of San Diego County approved the
San Diego Transportation Improvement Program Ordinance and Expenditure Plan (04-01)
extension that provides that SANDAG, acting as the Regional Transportation Commission, shall
approve a multi -year program of projects submitted by local jurisdictions identifying those
transportation projects eligible to use transportation sales tax (TransNet) funds; and
WHEREAS, on June 3, 2014, per Resolution No. 2014-68, City Council adopted
the 2014 Regional Transportation Improvement Program ("RTIP") for National City projects for
fiscal years 2015 through 2019; and
WHEREAS, consistent with SANDAG Board Policy No. 031 and the TransNet
Extension Ordinance, local agencies are allowed to make amendments to the RTIP on a
quarterly basis; and
WHEREAS, there is an immediate need to increase funding for the Citywide Safe
Routes to School Project; and
WHEREAS, there is a remaining TransNet (Prop "A") expenditure account
balance of $300,000 that is available for transfer from of the Plaza Boulevard Widening Project
to the Citywide Safe Routes to School Project; and
WHEREAS, the Highland Avenue Community Corridor project was completed
under budget, with a TransNet (Prop "A") expenditure account balance of $64,000 that is
available for transfer to the Citywide Safe Routes to School Project; and
WHEREAS, the City of National City desires to submit RTIP Amendment No. 13
to the adopted 2014 RTIP to transfer funds to the Citywide Safe Routes to School Project as
summarized in the following table:

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
National City hereby authorizes an amendment to the 2014 Regional Transportation
Improvement Program for National City to increase programming of local TransNet (Prop "A")
funding for the Citywide Safe Routes to School Project in the amount of $364,000 through a
transfer of funds from the Plaza Boulevard Widening and Highland Avenue Community Corridor
Projects.
