HomeMy WebLinkAboutCC RESO 2017-25RESOLUTION NO: 2017 — 25 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE STATE OF CALIFORNIA 2016 HOUSING -RELATED PARKS GRANT PROGRAM FOR PARADISE CREEK EDUCATIONAL PARK THAT DOES NOT REQUIRE A MATCHING FUNDING SOURCE FROM THE CITY WHEREAS, the State of California Department of Housing and Community Development released a Notice of Funding Availability ("NOFA") for the 2016 funding round of the Housing -Related Parks ("HRP") Program in November 2016; and WHEREAS, the HRP Program is an innovative program designed to reward local governments that approve housing for lower -income households and are in compliance with State housing element law with grant funds to create or rehabilitate parks and/or recreational facilities; and WHEREAS, staff submitted a grant application on February 22, 2017, and has 30 days from the grant application deadline to submit a City Council resolution approving the submission of the application; and WHEREAS, the base application is for $143,250, but Paradise Creek Educational Park is eligible for additional bonus awards of $303,600 based on nearby infill affordable housing new construction (Phase II of Paradise Creek Apartments), consideration of the area as "park -deficient," and provided the park's location within a low- and moderate -income census tract; and WHEREAS, the State of California Department 2016 Housing -Related Parks Program does not require a matching funding source from the City. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of National City hereby authorizes staff to apply for and submit to the State of California Department of Housing and Community Development the HRP Program Application Package released November 2016 for Paradise Creek Educational Park, in the base application amount of $143,250, plus the additional bonus award of $303,600 based on nearby infill affordable housing new construction (Phase 1I of Paradise Creek Apartments), because the area is considered as "park -deficient", and because Paradise Creek Educational Park is located within a low- and moderate -income census tract. BE IT FURTHER RESOLVED that if the application is approved, the City is hereby authorized and directed to enter into, execute, and deliver a State of California Standard Agreement ("Standard Agreement") in an amount not to exceed $446,850.00, and any and all other documents required or deemed necessary or appropriate to secure the HRP Program Grant from the State of California Department of Housing and Community Development, and all amendments thereto (collectively, the "HRP Grant Documents"). BE IT FURTHER RESOLVED that the City of National City shall be subject to the terms and conditions as specified in the Standard Agreement. Funds are to be used for allowable capital asset project expenditures to be identified in Exhibit "A" of the Standard Agreement. The application in full is incorporated as part of the Standard Agreement. Any and all activities funded, information provided, and timelines represented in the application are enforceable through the Standard Agreement. The City of National City hereby agrees to Resolution No. 2017 — 25 Page Two use the funds for eligible capital asset(s) in the manner presented in the application as approved by the Department and in accordance with the NOFA and Program Guidelines and Application Package. BE IT FURTHER RESOLVED that the Mayor or City Manager is authorized to execute in the name of the City of National City the HRP Program Application Package and the HRP Grant Documents as required by the State of California Department of Housing and Community Development for participation in the HRP Program.
