HomeMy WebLinkAboutCC RESO 2017-49RESOLUTION NO. 2017 — 49 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AWARDING A CONTRACT TO TRI-GROUP CONSTRUCTION AND DEVELOPMENT, INC., IN THE NOT -TO -EXCEED AMOUNT OF $915,818.00 FOR THE 18T" STREET PEDESTRIAN AND BICYCLE ENHANCEMENTS PROJECT, AUTHORIZING A 15% CONTINGENCY IN THE AMOUNT OF $137,372.70 FOR ANY UNFORESEEN CHANGES, AUTHORIZING THE MAYOR TO EXECUTE THE CONTRACT, AND AUTHORIZING THE ESTABLISHMENT OF FUND APPROPRIATIONS AND A CORRESPONDING REVENUES BUDGET IN THE AMOUNT OF $1,025,000 FOR STATE ACTIVE TRANSPORTATION GRANT FUNDS WHEREAS, the 18 h Street Pedestrian and Bicycle Enhancements Project, CIP No. 16-10 (the "Project"), will provide approximately 0.75 miles of Class III bicycle facilities from Palm Avenue to Granger Avenue, completing a large east -west system gap consistent with the City's Bicycle Master Plan; and WHEREAS, the Project will resurface this segment of East 18th Street to provide a smooth roadway surface for bicyclists, while also addressing the deteriorating pavement, and includes the installation of traffic calming curb extensions, lighting and landscape improvements at the intersection of 18th Street and Lanoitan Avenue, installation of red curbs near Las Palmas Park to help enhance sight distance, replacement of sidewalk panels in key locations to provide American with Disabilities Act (ADA) access along the corridor, and will connect with ten bus stops along the 18th Street corridor; and WHEREAS, on September 27, 2014, City staff received an Active Transportation Program (ATP) grant award in the amount of $1,225,000; and WHEREAS, on March 14, 2017, the Engineering Department publicly opened, examined, and declared five (5) sealed bids for the 18th Street Pedestrian and Bicycle Enhancements Project; and WHEREAS, Tri-Group Construction and Development, Inc., was the lowest responsive bidder qualified to perform the work as described in the project specifications with a total bid amount of $915,818.00, and WHEREAS, a 15% contingency amount up to $137,372.70 for any unforeseen changes to the Project is requested; and WHEREAS, the establishment the appropriation of revenues and expenditures in the amount of $1,025,000 in state active transportation grant funds is necessary for the construction of the Project. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of National City hereby awards the contract for the 18th Street Pedestrian and Bicycle Enhancements Project to the lowest responsive, responsible bidder, to wit: TRI-GROUP CONSTRUCTION AND DEVELOPMENT, INC. BE IT FURTHER RESOLVED by the City Council of the City of National City that the Mayor is hereby authorized to execute on behalf of the City a contract in the amount of $915,818.00 with Tri-Group Construction and Development, Inc., for the 181h Street Pedestrian and Bicycle Enhancements Project. Said contract is on file in the office of the City Clerk. Resolution No. 2017 — 49 Page Two BE IT FURTHER RESOLVED that the City Council hereby authorizes a 15% contingency amount up to $137,372.70 for any unforeseen changes to the Project. BE IT FURTHER RESOLVED that the City Council authorizes the establishment of appropriations and a corresponding revenue budget for Active Transportation Program (ATP) grant funds in the amount of $1,025,000.
