RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY
AUTHORIZING THE MAYOR TO EXECUTE A TWO-YEAR AGREEMENT
WITH GEOSYNTEC CONSULTANTS, INC., FOR A TOTAL NOT -TO -EXCEED
AMOUNT OF $500,000 TO PROVIDE ON -CALL PROJECT SUPPORT SERVICES
FOR NATIONAL CITY'S CAPITAL IMPROVEMENT PROGRAM, INCLUDING,
BUT NOT LIMITED TO, ENVIRONMENTAL ENGINEERING, SITE ASSESSMENTS,
CHARACTERIZATION AND REMEDIATION, GROUNDWATER MONITORING
AND REPORTING, AND PREPARATION OF ENVIRONMENTAL STUDIES
IN ACCORDANCE WITH THE NATIONAL ENVIRONMENTAL POLICY ACT AND
CALIFORNIA ENVIRONMENTAL QUALITY ACT; AND AUTHORIZING
THE CITY MANAGER TO EXECUTE ANY PROJECT -SPECIFIC SUPPLEMENTAL
AGREEMENTS, AS MAY BE REQUIRED FOR GRANT FUNDED PROJECTS
WHEREAS, National City's Capital Improvement Program (CIP) estimates
approximately $80 million in capital improvement projects needs over the next five years; and
WHEREAS, to successfully design, manage, and construct these projects, the
Engineering and Public Works Department issued a Request for Qualifications (RFQ) for
various engineering, architectural, and construction support services; and
WHEREAS, 51 responses to the Requests for Proposals were received and
reviewed, taking into consideration, among other things, past performance history, knowledge of
the environment, the type of services offered, and the cost to the City; and
WHEREAS, based on the strength of their Statement of Qualifications (SOQ),
interview and past performance, staff recommends executing a two-year Agreement with
Geosyntec Consultants, Inc., for a not -to -exceed amount of $500,000 to provide on -call project
support services for National City's CIP, including, but not limited to, environmental engineering,
site assessments, characterization and remediation, groundwater monitoring and reporting, and
preparation of environmental studies in accordance with the National Environmental Policy Act
(NEPA) and California Environmental Quality Act (CEQA); and
WHEREAS, the Agreement includes an option to extend the term for one
additional year; and
WHEREAS, in addition, staff recommends authorizing the City Manager to
execute any project -specific supplemental agreements, as may be required for grant funded
projects.
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby authorizes
the Mayor to execute a two-year Agreement with Geosyntec Consultants, Inc., for the total not
to exceed amount of $500,000, with an option to extend the term for one additional year, to
provide on -call project support services for National City's CIP, including, but not limited to,
environmental engineering, site assessments, characterization and remediation, groundwater
monitoring and reporting, and preparation of environmental studies in accordance with the
National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA).
Said Agreement is on file in the office of the City Clerk.
