HomeMy WebLinkAboutCC RESO 2017-232RESOLUTION NO. 2017 — 232 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY APPROVING AND ADOPTING THE UPDATED MULTI -JURISDICTIONAL HAZARD MITIGATION PLAN, AND AUTHORIZING THE CITY MANAGER TO IMPLEMENT SAID PLAN WHEREAS, the City of National City has experienced natural, technological, and human -caused disasters on many occasions in the past 50 years, resulting in property loss, loss of life, economic hardship, and threats to public health and safety; and WHEREAS, the majority of San Diego County's 2.9 million residents live in areas subject to these disasters; and WHEREAS, the Disaster Mitigation Act of 2000 (the "Act"), signed into law on October 30, 2000 (Public Law 106-390), required all jurisdictions to have an approved hazard mitigation plan in place prior to November 1, 2004, in order to qualify for hazard mitigation program grants and post disaster mitigation funds; and WHEREAS, the Disaster Mitigation Act required that the hazard mitigation plan identify and assess the risks related to disasters, implement adequate measures to reduce losses, and ensure critical services and facilities will continue to function after the disaster; and WHEREAS, in June 2003, the County of San Diego and their consultant, URS Corporation, began meeting with all eighteen (18) Cities within the County to develop a Multi - Jurisdictional Hazard Mitigation Plan (the "Plan") to comply with federal law; and WHEREAS, the City Council approved and adopted the Multi -Jurisdictional Hazard Mitigation Plan (the "Plan") on May 4, 2004 through the adoption of Resolution 2004-74; and WHEREAS, the Plan, which is required by law to be updated every five (5) years, was subsequently updated in 2011, and approved by the City Council through the adoption of Resolution No. 2011-78 on April 5, 2011; and WHEREAS, specific goals, objectives, and action items applicable to National City were updated in the Plan after reviewing the current capabilities of the City to lessen the impact of natural disasters. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of National City hereby approves the updated Multi -Jurisdictional Hazard Mitigation Plan, which is hereby adopted as an official plan of the City of National City. IT IS FURTHER RESOLVED that the City Manager will direct City staff to implement the recommended actions assigned to the City in the updated Multi -Jurisdictional Hazard Mitigation Plan.
