HomeMy WebLinkAboutCC RESO 2018-45RESOLUTION NO. 2018 — 45 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY WAIVING THE FORMAL BID PROCESS PURSUANT TO NATIONAL CITY MUNICIPAL CODE SECTION 2.60.260 REGARDING COOPERATIVE PURCHASING, AND AUTHORIZING THE CITY TO PIGGYBACK ON THE NATIONAL JOINT POWERS ALLIANCE CONTRACT NO. 081716-NAF TO AWARD THE PURCHASE OF ONE 2018 INTERNATIONAL 4300 SBA4X2 (MA025) 33,000 GVWR TRUCK WITH 5-7 YARD DUMP BODY TO NATIONAL AUTO FLEET GROUP FOR A TOTAL NOT TO EXCEED AMOUNT OF $111,166.43, AND AUTHORIZING THE APPROPRIATION OF AN ADDITIONAL $5,173.13 TO THE EQUIPMENT REPLACEMENT RESERVE — STREETS FUND WHEREAS, on April 18, 2017, the City Council of the City of National City adopted Resolution No. 2017-53, authorizing the purchase of one (1) 2017 International 4300 SBA 4x2 (MA025) 33,000 GVWR Truck with 5-7 Yard Dump Body in an amount not to exceed $105,993.30 and appropriated $5,993.30 in the Equipment Replacement Reserve from the Sewer Service Fund fund balance, which included $100,000 previously appropriated by the City Council WHEREAS, due to unforeseen delays in the purchasing process, the model 2017 International 4300 Truck is no longer available for purchase. A new quote was provided by National Auto Fleet for a model 2018 International 4300 Truck, with a new purchase price of $111,166.43, requiring a need for an additional appropriation of $5,173.13; and WHEREAS, Section 2.60.260 of the National City Municipal Code provides that the City may buy directly from a vendor at a price established through competitive bidding by another public agency whose procedures have been determined to be in substantial compliance with the City's procurement procedures, and such a determination has been made in this case. It is therefore recommended that the purchase be made without complying with the competitive bidding procedure set forth in the Municipal Code; and WHEREAS, there is an opportunity to piggyback on National Joint Powers Alliance Contract No. 081716-NAF with National Auto Fleet Group to allow for the purchase of one 2018 International 4300 SBA 4x2 (MA025) 33,000 GVWR Truck with 5-7 Yard Dump Body to National Auto Fleet Group in an amount not to exceed $111,166.43; and WHEREAS, the City Council previously authorized appropriations in the amount of $105,993.30, for the 2017 International dump truck, however, the cost of the 2018 International dump truck is not to exceed $111,166.43, resulting in the need for additional appropriation to the Equipment Replacement Reserve - Streets fund balance in the amount of $5,173.13. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of National City hereby affirms the determination that the National Joint Powers Alliance's procurement procedures are in substantial compliance with the City's, and pursuant to Section 2.60.260 of the Municipal Code, authorizes the waiver of the formal bidding process for the purchase of one 2017 one 2018 International 4300 SBA 4x2 (MA025) 33,000 GVWR Truck with 5-7 Yard Dump Body to National Auto Fleet Group in an amount not to exceed $111,166.43. BE IT FURTHER RESOLVED that the City Council authorizes the appropriation of an additional $5,173.13 to the Equipment Replacement Reserve — Streets fund.
