HomeMy WebLinkAboutCC RESO 2018-216RESOLUTION NO. 2018 — 216 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY APPROVING THE 30-DAY REVIEW AND PUBLIC COMMENT OF THE NATIONAL CITY POLICE DEPARTMENT'S GRANT APPLICATION IN THE AMOUNT OF $21,457 TO THE 2018 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) PROGRAM TO PURCHASE MOTOROLA HANDHELD POLICE RADIOS AND MOTOROLA HANDHELD RADIO BATTERIES; AND APPROVING SETTING ASIDE 3% OF THE AWARDED GRANT FUNDS FOR NATIONAL INCIDENT -BASED REPORTING SYSTEM COMPLIANCE, AS DICTATED WITHIN THE GRANT, APPROVING THE ACCEPTANCE OF THE GRANT AWARD, THE EXPENDITURE OF GRANT FUNDS, AND THE ESTABLISHMENT OF AN APPROPRIATION AND CORRESPONDING REVENUE BUDGET IN THE AMOUNT OF $21,457 WHEREAS, the Office of Justice Programs' (OJP) Bureau of Justice Assistance (BJA) at the U.S. Department of Justice announced that the City of National City is eligible for a grant award of $21,457 through the Fiscal Year 2018 Edward Byrne Memorial Justice Assistance Grant (JAG) Program — Local Solicitation; and WHEREAS, the JAG Program provides states and local governments with critical funding necessary to support a range of program areas, including law enforcement, prosecution and court programs, prevention, and education programs; and WHEREAS, the City is required to make the grant application available to the City Council and to the public for a 30-day review and comment; a formal award will not be made until the 30-day review requirement has been met; and WHEREAS, the 2018 Edward Byrne Memorial Justice Assistance Grant JAG Program is a direct grant allocation program and does not require the City to allocate any up- front costs or matching funds. WHEREAS, the National City Police Department (NCPD) desires to use the grant funds to purchase of police radios and radio batteries, and will set aside 3% of the awarded grant funds for National Incident -Based Reporting System (NIBRS) compliance, as dictated within the grant, which will be used to train Records Division personnel to manage NCPD's crime incident data, reporting, and submission to the State Uniform Crime Reporting (UCRA) Program. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of National City hereby approves the 30-day review and public comment of the National City Police Department's 2018 Edward Byrne Memorial Justice Assistance Grant (JAG) Program application in the amount of $21,457, and approves acceptance of the grant award. BE IT FURTHER RESOLVED that the City Council hereby approves the expenditure of said grant funds, upon the expiration of the 30-day review and public comment period, to purchase Motorola handheld radios and Motorola handheld radio batteries, with 3% set aside for National Incident -Based Reporting System (NIBRS) compliance, as dictated within the grant, which will be used to train Records Division personnel to manage NCPD's crime incident data, reporting, and submission to the state Uniform Crime Reporting (UCR) Program.
