RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY 1)
WAIVING THE FORMAL BID PROCESS PURSUANT TO NATIONAL CITY
MUNICIPAL CODE SECTION 2.60.260 REGARDING COOPERATIVE PURCHASING
AND AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT WITH BOISE
MOBILE EQUIPMENT INC. FOR A 2019 OR NEWER DODGE 5500 TYPE VI PATROL
PUMPER; 2) WAIVING THE FORMAL BID PROCESS PURSUANT TO NATIONAL
CITY MUNICIPAL CODE SECTION 2.60.220(B) REGARDING SOLE SOURCE
PURCHASING OF MOTOROLA RADIOS FOR THE NEW SQUAD VEHICLE FOR THE
NATIONAL CITY FIRE DEPARTMENT; AND 3) APPROVING THE ESTABLISHMENT
OF APPROPRIATIONS AND TRANSFERS AND A CORRESPONDING REVENUE
BUDGET IN THE AMOUNT OF $259,751.98 IN THE GENERAL FUND AND VEHICLE
REPLACEMENT FUND FOR THE PURCHASE OF A TYPE VI SQUAD AND RADIO
SYSTEM WITH FUNDS FROM THE LOWER SWEETWATER EQUIPMENT
REPLACEMENT FUND
WHEREAS, the City of National City's Fire Department desires to enter in an
agreement with Boise Mobile Equipment Inc. and use a "Piggyback Contract" that Boise
Mobile Equipment Inc. has with the City of Glendale in order to purchase a 2019 or newer
Dodge 5500 Type VI Patrol Pumper that will give the National City Fire Department
greater opportunities to respond to CalOES strike team requests and assist the
community; and
WHEREAS, Section 2.60.260 of the National City Municipal Code provides that
the City may buy directly from a vendor at a price established through competitive bidding
by another public agency whose procedures have been determined to be in substantial
compliance with the City's procurement procedures, and such a determination has been
made in this case, therefore, it is recommended that the purchase be made without
complying with the competitive bidding procedure set forth in the Municipal Code; and
WHEREAS, the City's Purchasing staff has confirmed that the City of Glendale's
bid fully complies with National City Municipal Code Section 2.60.260 - Cooperative
purchasing and that it was obtained through a Request for Proposal ("RFP"), and that the
State of California Department of General Services procurement procedures are in
substantial compliance with those of the City; and
WHEREAS, City of National City staff recommends that City Council authorize the
Mayor to waive the bid process pursuant to NCMC Section 2.60.260 as a result of
competitive bids solicited by the City of Glendale where Boise Mobile Equipment Inc. was
determined to be the lowest responsive, responsible bidder, and was awarded the bid for
2019 or newer Dodge 5500 Type #6 Patrol Pumper; waive the formal bid process
pursuant to NCMC Section 2.60.220 (B) for the sole source purchase of Motorola radios
for the new Squad vehicle for the National City Fire Department; and establish an
appropriation in the amount of $259,751.98 within the City's General Fund.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
National City hereby affirms the Purchasing agent's determination that the City of
Glendale's contract with Boise Mobile Equipment Inc. was competitively bid through a
RFP process, and that the State of California Department of General Services
procurement procedures are in substantial compliance with those the City.
BE IT FURTHER RESOLVED that the City Council of the City of National City
hereby waives the formal bid process pursuant to National City Municipal Code Section
2.60.260 regarding cooperative purchasing and hereby authorizes the Mayor to execute
an Agreement with Boise Mobile Equipment Inc. for a 2019 or newer Dodge 5500 Type
VI Patrol Pumper.
BE IT FURTHER RESOLVED that the City Council of the City of National City
hereby waives the formal bid process pursuant to National City Municipal Code Section
2.60.220(B) regarding sole source purchasing of Motorola radios for the new Squad
vehicle for the National City Fire Department.
BE IT FURTHER RESOLVED that the City Council of the City of National City
hereby authorizes the Mayor to execute an agreement with Boise Mobile Equipment Inc.
for a 2019 or newer Dodge 5500 type VI Patrol Pumper and hereby approves the
establishment of appropriations and transfers and a corresponding revenue budget in the
amount of $259,751.98 in the General Fund and Vehicle Replacement Fund for the
purchase of a Type VI squad and radio system with funds from the Lower Sweetwater
Equipment Replacement Fund.
