HomeMy WebLinkAboutCC RESO 2020-219RESOLUTION NO. 2020 - 219 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY SUPPORTING SWEETWATER AUTHORITY, OTHER WATER SERVICE PROVIDERS, AND WATER INDUSTRY ASSOCIATIONS TO ADVOCATE FOR ASSISTANCE, GRANTS, AND PROGRAMS FOR CUSTOMERS EXPERIENCING AN INABILITY TO PAY AND ARE UNABLE TO AFFORD WATER DURING THE CORONAVIRUS DISEASE 2019 (COVID-19) PANDEMIC WHEREAS, on March 5, 2020, Governor Gavin Newson declared a State of Emergency for the State of California to make additional resources available, formalize emergency actions already underway across multiple state agencies and departments, and help the state prepare for a broader spread of COVID-19; and WHEREAS, on March 13, 2020, the President declared the ongoing COVID-19 pandemic is of sufficient severity and magnitude to warrant an emergency declaration effective beginning March 1, 2020; and WHEREAS, safe and reliable potable water is an essential and life -sustaining resource of the community and critical for protection against the COVID-19; and WHEREAS, on March 25, 2020, the Sweetwater Authority declared that no customer should have their water service discontinued for nonpayment during the declared emergency and all late fees and penalties shall be waived; and WHEREAS, on April 2, 2020, Governor Gavin Newson signed an executive order restricting water shutoffs to homes, business in designated critical infrastructure sectors, and small businesses; and WHEREAS, the City of National City ("City") and surrounding communities have experienced higher unemployment, and the COVID-19 pandemic may cause additional financial hardship to many of the City's residents; and WHEREAS, debt burdens for the City's citizens and surrounding communities during the pandemic have increased ten (10) times over the same period last year; and WHEREAS, more than thirteen (13) percent of water utility account holders in the City are delinquent on their bills; and WHEREAS, more than 100 households in the City owe more than $500 each in outstanding water debt. Resolution No. 2020 — 219 Page Two NOW, THEREFORE BE IT RESOLVED, that the Council for the City of National City supports the Sweetwater Authority, other water service providers, and water industry associations to advocate for assistance, grants, and programs for customers who are experiencing an inability to pay and are unable to afford water during the Covid-19 pandemic.
