HomeMy WebLinkAboutCC RESO 2021-67RESOLUTION NO.-2021 - 67 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, ADOPTING THE 24TH STREET TRANSII=ORIENTED DEVELOPMENT OVERLAY (TODO) PLAN WHEREAS, on May 15, 2018, the City Council adopted Resolution No. 2018-70 authorizing the filing of an application for Smart Growth Incentive Program ("SGIP") grant funds through Transnet for multiple City projects, including the TODO Plan; and WHEREAS, the City Council of the City of National City considered the TODO Plan at a duly advertised Public Hearing held on June 1, 2021, at which time oral and documentary evidence was presented; and - WHEREAS, at said Public Hearing the City Council considered the staff report contained in Case File No. 2021-07 maintained by the City and incorporated herein by reference along with evidence and testimony at said hearing; and WHEREAS, on May 17, 2021, the Planning Commission considered a staff report on the TODO Plan and made a recommendation to the City Council that the TODO Plan be adopted; and WHEREAS, the TODO Plan analyzes land uses and provides an expanded vision for the area with land use and mobility recommendations, including enhanced streetscape, new opportunities for public spaces, transit -supportive land uses, and improved mobility and parking options; and WHEREAS, this approach will develop key project goals, including the development of housing and parking policies that support increased housing choices that, when evaluated as part of the Focused General Plan Update process, must not displace and/or gentrify the existing community members and/or create incompatible new land uses. The housing policies will also identify projects that improve connectivity through the area and across Interstate-5, create Smart Growth and Complete Streets opportunities, continue development of conceptual plans for the D Avenue Complete Street Project, and explore opportunities for a. multi -use path along the Metropolitan Transit System right-of-way and/or Hoover Avenue; and WHEREAS, this action is taken pursuant to alFapplicable procedures required by State law and City law; and Resolution No. 2021 — 67 Page Two WHEREAS, the action hereby taken is found to be essential for the preservation of the public health, safety and general welfare. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS: Section 1: The City Council hereby adopts National City's TODO Plan, funded by a $500,000 Transnet SGIP grant with matching funds in the amount of $60,000 provided by the City. Section 2: This Resolution shall become effective, final, and conclusive on the day following the City Council meeting where this Resolution is adopted. The time within which judicial review of this decision may be sought is governed by the provisions of Code of Civil Procedures Section 1094.6. Section 3: The City Clerk shall certify to the passage and adoption of this Resolution and enter it into the book of original Resolutions PASSED and ADOPTED this 1st day of June, 2021.
