HomeMy WebLinkAboutCC RESO 2021-175RESOLUTION NO. 2021 - 175 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, 1) AWARDING AND AUTHORIZING THE MAYOR TO EXECUTE THE CONTRACT TO TRI-GROUP CONSTRUCTION AND DEVELOPMENT, INC. IN THE NOT -TO -EXCEED AMOUNT OF $1,403,820.00 FOR THE CITYWIDE SAFE ROUTES TO SCHOOL PROJECT, CIP NO. 19-04; AND 2) AUTHORIZING A 15% CONTINGENCY IN THE AMOUNT OF $210,573.00 FOR ANY UNFORESEEN CHANGES WHEREAS, the National City SRTS Ped Enhancements Project ("Project") improvements are based on barriers identified during a series of comprehensive Walk Audits as part of the City's SMART Foundation Plan; and WHEREAS, pedestrian barriers identified during the walk audit include: lifted sidewalks, substandard pedestrian curb ramps, and a lack of crosswalks, pedestrian ramps, signage and signals; and WHEREAS, the Project will address these barriers by providing the following enhancements: twenty-seven (27) high visibility continental crosswalks, fifty-one (51) ADA accessible ramps with truncated domes, pedestrian crosswalk signs, and approximately 20,000 square feet of sidewalk replacement at locations near elementary schools and Granger Junior High School; and WHEREAS, additional proposed improvements include the construction of a neighborhood traffic circle at the intersection of Newell Street and East 20th Street, with traffic calming curb extensions and speed cushions near Las Palmas Elementary School between East 20th Street and 22nd Street; and WHEREAS, on September 30, 2021, the City of National City ("City') posted the bid solicitation on PlanetBids, a free public electronic bidding system for contractors, and on October 5, 2021, and October 11, 2021, the City advertised in local newspapers; and WHEREAS, on October 29, 2021, the City received four (4) bids by the 2:00 p.m. deadline for the Project; and WHEREAS, TriGroup Construction and Development, Inc. was the apparent lowest bidder with a total bid amount of $1,700,000.00; and WHEREAS, upon review of all documents submitted, City staff determined Tn-Group Construction and Development, Inc. is the lowest responsive bidder qualified to perform the work as described in the Project specifications; and WHEREAS, City staff recommends awarding a contract to T ri - G ro u p Construction and Development, Inc. in the amount not to exceed $1,403,820.00; and WHEREAS, City staff further recommends authorizing a 15% contingency amount up to $210,573.00 to address any unforeseen conditions that may arise. Hi Resolution No. 2021 175 Page Two NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS: Section 1: Awards the Citywide Safe Routes to School Project, C1P No. 19-04, to the lowest responsive, responsible bidder, to wit: TRI-GROUP CONSTRUCTION AND DEVELOPMENT, INC. Section 2: Authorizes the Mayor to execute a contract for $1,403,820.00 with Tn- Group Construction and Development, Inc. for the Citywide Safe Routes to School Project, C1P No. 19-04. Section 3: Authorizes a 15% contingency in the amount of up to $210,573.00 for any unforeseen changes. Section 4: The City Clerk shall certify the passage and adoption of this Resolution and enter it into the book of original Resolutions. PASSED and ADOPTED this 16th day of November, 2021.
