HomeMy WebLinkAboutCC RESO 2021-1490 RESOLUTION NO. 2021 - 149 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, ADOPTING A SPENDING PLAN FOR A PORTION OF THE AMERICAN RESCUE PLAN ACT FUNDING AND APPROVING APPROPRIATIONS IN ACCORDANCE WITH THE PLAN WHEREAS, in March 2021, a $1.9 trillion economic stimulus bill titled the American Rescue Plan Act of 2021 (ARPA) was enacted by the federal government; and WHEREAS, of the $1.9 trillion, $350 billion was allocated for state, local, territorial, and Tribal governments to respond to the COVID-1 9 emergency and promote economic growth; and WHEREAS, of the $350 billion, the City of National City ("City") is receiving $18,010,907; and WHEREAS, the City has received half of the funding, $9,005,453.50, and will receive the other half around June 2022; and WHEREAS, the City is required to submit quarterly expenditure reports to Treasury and annual revenue loss reports; and WHEREAS, all expenditures need to be incurred by December 31, 2024 and paid by December 31, 2026; and WHEREAS, during the August 3, 2021 City Council Meeting, City staff presented an overview of the eligible spending categories and some potential expenditures that meet ARPA eligibility; and WHEREAS, during the August 3, 2021 City Council Meeting, City Council instructed City staff to return with a specific spending plan during a Special Workshop once the U.S. Treasury Department had issued the Final Rule; and WHEREAS, the table below lists each of the proposed expenditures for consideration: American Rescue Plan Act Spending Plan Description Amount $ 2,060,000 FY22 General Fund Expenditure Offsets $ 900,000 Premium Pay City Employees to Replaster Las Palmas Pool $ 1,000,000 Las Palmas Pool Deck Rehab $ 1,250,000 Las Palmas Locker Room Design $ 75,000 Kimball Park CIP Design $ 100,000 Community Outreach $ 25,000 Total $ 5,410,000 Remaining Balance for Future Spending Plan $ 12,600 ,907 Resolution No. 2021 —149 Page Two WHEREAS, City staff is recommending a specific expenditure plan for $5,410,000 of the City's ARPA allocation that complies with the existing Treasury rule, with the remaining $12,600,907 allocation to be revisited in February/March of 2022 as part of the Fiscal Year 2022-2023 budget development, at which time the final guidance from the U.S. Treasury Department will be available; and WHEREAS, City staff is also asking for direction on community engagement process for the remaining $12.6 million of ARPA funding. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS: Section 1: Authorize adopting a spending plan for a portion of the American Rescue Plan Act funding and approving appropriations in accordance with the plan. Section 2: The City Clerk shall certify the passage and adoption of this Resolution and enter it into the book of original Resolution. PASSED and ADOPTED this 19th day of Octo er, 20 t /7 Kr€jan.
