HomeMy WebLinkAboutCC RESO 2022-44RESOLUTION NO. 2022 — 44 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, 1) AUTHORIZING THE MAYOR TO EXECUTE PROGRAM SUPPLEMENT AGREEMENT (PSA) NO. U51 REV. I WITH THE STATE OF CALIFORNIA DEPARTMENT OF TRANSPORTATION (CALTRANS) FOR THE CITYWIDE BIKE WAYFINDING PROJECT; AND 2) AUTHORIZING THE ESTABLISHMENT OF AN ENGINEERING GRANT FUNDS APPROPRIATION OF $95,000 AND CORRESPONDING REVENUE BUDGET WHEREAS, on January 30, 2019, the California Department of Transportation ("Caltrans") awarded a $942,000 State Active Transportation Program ("ATP") grant for the Citywide Bike Wayfinding Project ("Project"); and WHEREAS, on June 2, 2020, City Council adopted Resolution No. 2020-98 authorizing the Mayor to execute Program Supplement Agreement ("PSA") No. U51 with Caltrans for the Project to allow for reimbursement of up to $15,000 in eligible project expenditures through the State ATP; and WHEREAS, the Project proposes to install more than 100 signs and approximately four (4) kiosks at decision points throughout the City's recently constructed bicycle network, consistent with the City's Bicycle Master Plan; and WHEREAS, City Council Resolution authorizing the Mayor to execute PSA No. U51 Rev. 1 to Administering Agency -State Master Agreement No. 00013S is required to allow for reimbursement of eligible project expenditures through the ATP grant; and WHEREAS, City staff recommends City Council adopt this Resolution authorizing the Mayor to execute PSA No. U51 Rev. I with the Caltrans for the Citywide Bike Wayfinding Project to allow for reimbursement of up to $95,000 in eligible project expenditures through the State ATP. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS: Section 1: Authorizes the Mayor to execute Program Supplement Agreement ("PSA") No. U51 Rev. 1 with the State of California Department of Transportation (Caltrans) for the Citywide Bike Wayfinding Project to allow for reimbursement of up to $95,000 in eligible project expenditures through the State Active Transportation Program ("ATP"). Section 2: Authorizes the establishment of an Engineering Grant Funds appropriation of $95,000 and corresponding revenue budget. Resolution No. 2022 - 44 Page Two Section 3: The City Clerk shall certify the passage and adoption of this Resolution and enter it into the book of original Resolution, PASSED and ADOPTED this 15th day of March, 2022.
