HomeMy WebLinkAboutCC RESO 2022-63RESOLUTION NO. 2022- 63 RESOLUTION OF CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, MAKING THE FINDINGS REQUIRED BY AB 361 TO CONTINUE TELECONFERENCE MEETINGS OF THE CITY COUNCIL AND THE CITY BOARDS, COMMISSIONS, AND COMMITTEES AFTER MAY 1, 2022 FOR A PERIOD OF 30 DAYS WHEREAS, the World Health Organization has declared the C ID-19 outbreak a global pandemic and local and state emergencies have been declared providing reprieve from certain public meeting laws such as the Brown Act; and WHEREAS, beginning March 20203 California Governor Newsom executed Executive Order N-29-20 including additional updates as the pandemic progressed and extending into 2021. The most recent Executive Order N-08-21, issued June 11, 2021 waived all physical presence requirements under the Ralph M. Brown Act as a means of limiting the spread of C VID-19; and WHEREAS, Executive Order N-08-21 is set to expire on September 303 2021. The date was predicted as a time when hopes were that agencies could begin to transition back to public meetings held in full compliance with, the Ralph M. Brown ► t; and WHEREAS, on September 163 2021, California G vernor Newsom signed into law Assembly Bill (AB) 1, which extends the authority of public agencies to onduot meetings by teleconference, including video conference, while the state of emergency resulting from the C I D-19 pandemic and accompanying recommendations for social distancing remain in place. WHEREAS, on October 5, 2021, City Council adopted Resolution No. 2021-147 was adopted declaring findings to continue to teleconference for an additional 30 days. WHEREAS, on November 2, 2021, City Council adopted Resolution No. 2021-12021-164 was adopted declaring findings to continue to teleconference for an additional 30 days. WHEREAS, on December 7, 2021, City Council adopted Resolution No. 2 21-1 3 was adopted declaring findings to continue to teleconference for an additional 30 days. WHEREAS, on January 4, 2022, City Council adopted Resolution No. 2022-01 was adopted declaring findings to continue to teleconference for an additional 30 days. WHEREAS, on February 1, 2022, City Council adopted Resolution No. 2022-11 was adopted declaring findings to continue to teleconference for an additional 30 days. WHEREAS, on March 1, 2022, City Council adopted Resolution No. 2022-31 was adopted declaring findings to continue to teleconference for an additional 30 days. WHEREAS, on April 5, 2022, City Council adopted Resolution No. 2022 7 was I adopted declaring findings to continue to teleconference for an additional 30 days. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS: Section 1: Makes the findings required by AB 361 to continue teleconference meetings of the Legislative Body and its appointed Boards, Commissions, and Committees: Section 2. Makes the findings that the City of National City meets the requirements to continue holding meeting remotely in order to ensure the health and safety of its staff and the public: Section 3. That the City Clerk shall certify the passage and adoption of this Resolution and enter it into the book of original Resolutions.
