RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL C1TY,
CALIFORNIA 1) AWARDING A CONTRACT TO L.C. PAVING & SEALING, INC., IN
THE NOT -TO -EXCEED AMOUNT OF $2,886,799.64 FOR THE SWEETWATER ROAD
BIKEWAY PROJECT, CIP NO. 19-20; 2) AUTHORIZING A 15% CONTINGENCY IN
THE AMOUNT OF $430,000 FOR ANY UNFORESEEN CHANGES; AND 6)
AUTHORIZING THE MAYOR TO EXECUTE THE CONTRACT
WHEREAS, the Sweetwater Road Bikeway project will provide nearly 1.2 miles of
protected bike facilities along Sweetwater Road and extend the Class I bike path on
Plaza Bonita Road to Sweetwater Road .4 miles); and
WHEREAS, the project will include a road diet, bicycle -friendly intersection
improvements, and pedestrian enhancements; and
WHEREAS, the proposed bicycle facilities will directly link the City's bike network
to the regional network; and
WHEREAS, on July 14, 2022, the bid solicitation was posted on Pl net ids, a free
public electronic bidding system for contractors; and
WHEREAS, on July 19, 2022 and July 25, 2022, the bid solicitation was advertised
in local newspapers; and
WHEREAS, on August 4, 2022, four (4) bids were received by the *1 : o am.
deadline. L.C. Paving & Sealing, Inc., was the apparent lowest bidder with a total bid
amount of $2,886,799.64; and
WHEREAS, upon review of all documents submitted, L.C. Paving & Sealing's bid
was deemed responsive, and they are the lowest responsible bidder qualified to perform
the work as described in the project specifications; and
WHEREAS, staff recommends awarding a contract to L.C. Paving & Sealing, Inc.
in the amount not to exceed $2,886,799.64 and authorizing a 15% contingency in the
amount of $430,000 to address any unforeseen conditions that may arise; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS:
Section 1: That the City Council hereby authorizes awarding a contract to L.C.
Paving & Sealing, Inc., in the not -to -exceed amount of $2,886,799.64 for the Sweetwater
Road Bikeway Project, CIP No. 19-20
Section 2: Authorizing a 15% contingency in the amount of $430,000 for any
unforeseen changes
Section 3: Authorizing the Mayor to execute the contract attached to the Staff
Report as Exhibit D.

Section 4: That the City Clerk shall certify to the passage and adoption of this
Resolution and enter it into the book of original Resolutions.
