HomeMy WebLinkAboutCC RESO 2022-140RESOLUTION NO. 22 140 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA AUTHORIZING THE APPROPRIATION OF FUNDS IN AMOUNT OF $300,000 OF THE $700,000 PROVIDED BY MACC FOR THE BAYSHORE BIKEWAY SEGMENT 5 PROJECT NECESSARY FOR THE ADDITIONAL WORK ON THE DESIGN AND ENTITLEMENTS WHEREAS, S, in July 2018, staff submitted a Cycle 4 Active Transportation Program (ATP)grant application to the California Department of Transportation (Caltrans) for the Bayshore Bikeway ray — Segment 5 Project ("Project"); and WHEREAS, S, the Project will provide nearly 1.5 miles of protected bicycle facilities along McKinley Avenue and Marina Way in the City of National City (City); and WHEREAS, S, staff requested $5,421 ,000 in Federal ATP funds for the construction phase of the Project; and WHEREAS, S, in January 2019, staff received notification from Caltrans that the City had been awarded Federal ATP funds in the amount of $5,421,000, which requires a local match from the City of $70,000; and WHEREAS, on November er ber 19, 2019, the City authorized the Mayor to execute a Memorandum of Understanding MOU between the San Diego Unified Port District (Port of San Diego) and the City, in which the Port of San Diego committed to fund $900,000 for the project's design and entitlements, including: environmental clearance, topographic survey, preliminary and final design of the Project; and WHEREAS, on June 1, 2021, the City executed an Affordable Housing and Sustainable Communities (AHSC) implementation and mutual indemnity agreement with the Metropolitan Area Advisory Committee and Anti -Poverty of San Diego, Inc. (MAAC), a 1 0 3 non-profit organization, for the City's implementation of transportation infrastructure or transit -related amenities (Resolution No. 2021- 7); and WHEREAS, the agreement allows MAAC to apply for an AHSC application for the Azuriik project and obligates the City to perform Sustainable Transportation Infrastructure including the completion of the Bayshore Bikeway Segment 5 project budgeting an amount of $700,000 for this Project; and WHEREAS, S, on February 4, 2022, MAAC received the notification from Department of Housing and Community Development Division that MAAC has been awarded AHSC program in the amount of $16,500,000 for the following program funds: 1 amount of $11,350,000 AAHSC permanent loan to MAAC and 2 $5,1 $5,150,000 in AHSC grant funds in AHSC grant funds to reimburse the cost of the construction of certain Sustainable Transportation Infrastructure (STI Improvements), construction of certain Transit Related Amenities (TRA Improvements) and program activities (AHSC Program) in the City of National City; and Resolution No. 2022 — 140 Page Two WHEREAS, based on this award, staff recommends allocating $300,000 of the 700,000 for the Bayshore Bikeway Segment 5 project necessary for the additional work on the design and entitlements. MAAC will seek reimbursement through the Affordable Housing and Sustainable Communities program. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS: Section 1: That the City Council hereby authorizes the appropriation of funds in amount of S300,000 for the Bayshore Bikeway Segment 5 project necessary for the additional work on the design and entitlements, Section 2: That the City Clerk shall certify to the passage and adoption of this Resolution and enter it into the book of original Resolutions.
