HomeMy WebLinkAboutCC RESO 2022-138RESOLUTION NO. 2022 --138 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA ADOPTING VISION ZERO TO ACHIEVE ZERO TRAFFIC DEATHS AND SERIOUS INJURIES ON NATIONAL CITY STREETS BY 2030 WHEREAS, Vision Zero is a data -driven approach to eliminate traffic fatalities and severe injuries on our roadways, within a specific time frame, by increasing safe, healthy, and equitable mobility; and WHEREAS, S, Vision Zero started in Sweden in 1997, where it was adopted as a national strategy. since then Sweden has seen its number of transportation deaths drop by 30%; and WHEREAS, Vision Zero has become a national (San Francisco, New York City, City of Los Angeles, City of San Diego, Seattle, Portland, Chicago, etc.) traffic safety initiative that works to eliminate traffic related fatalities and serious pedestrian injuries; and WHEREAS, E S, a formal adoption of Vision Zero will complement current city efforts to help ensure pedestrian and bicyclist safety within the City; and WHEREAS, E ►S, these efforts include the City's Local Roadway Safety Plan (LRSP) and Systemic Safety Analysis Report Program SS RP that evaluate accidents in the past five years and identify systematic and specific countermeasures in an effort to increase safety throughout the City's mobility network; and WHEREAS, the City is in the process of updating the Bicycle and Pedestrian Master Plan; and WHEREAS, these plans promote safetyforpedestrian and bicyclist activity throughout the City by providing guidance for implementation of new improvements in a more balanced approach to mobility; and WHEREAS, Vision Zero will maximize the City's significant efforts across departments to prevent injury while encouraging active transportation and creating comfortable, welcoming networks for bike and pedestrian transport. NOW, THEREFORE, E, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS: section 1: The City of National City adopt a goat of eliminating traffic deaths and serious injuries by 2030; and endorses Vision Zero as a complement to the City's current efforts. Section 2: The City Council directs the City Manager to form an interdepartmental ental working group to develop a Vision Zero Plan, based upon the City's LRSP and SSARP that contains comprehensive analysis of traffic deaths and injuries in National City for the City to reach the goal of zero deaths and serious injuries by 2030. Resolution No. 2022 — 138 Page Two Section 3: The City Council directs the City Manager to ensure that the Vision Zero Plan addresses traffic deaths and serious injuries through a combination of engineering, enforcement, education, and evaluation throughout the city. Section 4: The City Council directs the City Manager to engage the community in the development and implementation of a Vision Zero Action Plan. Section 5: The City Council directs staff to provide an annual report on implementation of the progress toward eliminating traffic deaths and serious injuries by 2030. Section 6: The City Council directs staff to submit the Vision Zero Network questionnaire with data supplement. Section 7: The City Council directs staff to include a provision within the Mobility Element that includes a strategy to evaluate traffic deaths and serious injuries and develop a Vision Zero program that outlines the framework, to work towards eliminating pedestrian and bicycle related deaths and serious injuries in National City. Section 8: That the City Clerk shall certify to the passage and adoption of this Resolution and enter it into the book of original Resolutions PASSED and ADOPTED this 6th day of September 2022.
