RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA 1) ACCEPTING THE WORK PERFORMED BY THE GENERAL
CONTRACTORS ON THE FOLLOWING FIVE PROJECTS IDENTIFIED BELOW: A)
CAMACHO RECREATION CENTER HVAC REPLACEMENT PROJECT CIP NO. 20-
07; B) EUCLID BIKE AND PEDESTRIAN ENHANCEMENTS PROJECT CIP NO. 18-
10; C) PARADISE CREEK PARK EXPANSION PROJECT CIP NO. 18-16; D)
SWEETWATER ROAD SAFETY ENHANCEMENTS PROJECT CIP NO. 19-12; AND E)
SWEETWATER RIVER BIKEWAY CONNECTIONS! 30TH STREET BICYCLE
FACILITY IMPROVEMENTS PROJECT — CIP 18-14; 2) APPROVING THE FINAL
CONTRACT AMOUNTS; 3) RATIFYING THE RELEASE OF RETENTIONS; AND 4)
AUTHORIZING THE MAYOR TO SIGN THE NOTICE OF COMPLETION FOR THE
PROJECTS
WHEREAS, Staff is recommending the City Council accept the work performed by
the general contractors on the following five projects identified below: 1) Camacho
Recreation Center HVAC Replacement ement project CIP No. 20-07; 2) Euclid Bike and
Pedestrian Enhancements project CIP No. 18-10; 3 Paradise Creek Park Expansion
project CIP No. 18-16; 4) Sweetwater Road Safety Enhancements project CIP No. 19-
12; and Sweetwater River Bikeway Connections/ 30th Street Bicycle Facility
Improvements project — CIP 18-14; and
WHEREAS, the construction information for each project is identified in table 1.1
of the agenda report which includes the project construction dates, original contract
amount and final contract amount; and
WHEREAS, the projects have been completed within the approved contingency
identified in the contract award; and
WHEREAS, S, the total construction cost for these projects is $9,219,566 which
includes the following funding sources: $7,185,779 of grant funding, $877,297 Gas Tax,
$634,156 Traffic Signal Upgrades, $267,438 Facility, $254,895 Housing Funding; and
WHEREAS, S, if the City Council accepts the work for all of these projects, staff will
file Notices of Completion with the San Diego County Recorder's Office; and
WHEREAS, S, the Camacho Recreation Center HVAC Replacement project CIP No.
20-07 removed and disposed the previous HVAC system and install a new HVAC system
on the roof of the Camacho Recreation Center at 1810 E 22nd St, National City, CA
91950; and

WHEREAS, E ►S, as a result of the satisfactory completion of the project, staff
recommends that City Council; 1 accept the work performed by Southwest Construction
Services Inc. for the Canna ho Recreation Center HVAC Replacement project, CIP No.
20-07; 2) approve the final contract amount of $267,438.19; 3 ratify the release of
retention in the amount of $13,371.91; and authorize the Mayor to sign the Notice of
Completion for the project; and
WHEREAS, S, the Euclid Bike and Pedestrian Enhancements project CIP No. 18-10
constructed nearly two miles of traffic calming, bicycle and pedestrian enhancements on
Euclid Avenue from the northern City limits at Cervantes Avenue south to E. 24th Street.
Project improvements included traffic calming through road diets, curb extensions,
median refuge islands, Class II buffered bicycle lanes, Class III bicycle routes, Class IV
bikeways with bend -outs, high visibility crosswalks, pedestrian actuated LED -enhanced
crosswalk signs, two High -Intensity Activated crosswalks (HAWKs) located near Paradise
Valley Hospital, and a new traffic signal at the entrance to Euclid Plaza (Vallarta
Supermarket) and Windsor Heights Apartments; and
WHEREAS, S, as a result of the satisfactory completion of the project, staff
recommends that City Council; 1 accept the work performed by Portillo Concrete, Inc.
for the Euclid Avenue Bicycle and Pedestrian Enhancements project, CIP No. 18-10; 2)
approve the final contract amount of $4,212,297.39; 3 ratify the release of retention in
the amount of $117,549.22; and authorize the Mayor to sign the Notice of Completion
for the project; and
WHEREAS, the Paradise Creek Park Expansion project CIP No, 18-16, developed
an approximately 4-acre Community Park with decomposed granite (DG) walking paths,
educational and interpretive signage, trees, native vegetation, bioretention areas for
storm water treatment, community garden, playground and passive recreational areas,
and other amenities on the west side of Paradise Creek between W. 22nd Street and W.
19th Street; and
WHEREAS, S, as a result of the satisfactory completion of the project, staff
recommends that City Council; 1 accept the work performed by Dick Miller Inc. for the
Paradise Creek Park Expansion project, CIP No. 18-16; 2) approve the final contract
amount of $2,572,476.72; 3 ratify the release of retention in the amount of $129,288.22;
and authorize the Mayor to sign the Notice of Completion for the project; and
WHEREAS, the Sweetwater Road Safety Enhancements project C1P No. 19-12
provided a 2" grind and overlay on 0.5 miles of Sweetwater Road from Stockman man Street
to the east side of Via Romaya Street within the existing right -of way, and upgrade ADA
ramps to the current standard within the project limits, as well as address damaged cross
gutter, and curb and gutter. The project also installed new street lighting, raised median
for traffic calming, new striping including crosswalk and class II bike lane along
Sweetwater Road; and

WHEREAS, as a result of the satisfactory completion of the project, staff
recommends that City Council; I accept the work performed by Eagle Paving, Inc. for
the Sweetwater Road safety Enhancements project, CIP No. 19-12; 2 approve the final
contract amount of $1,273,050.99; 3 ratify the release of retention in the amount of
$61 ,92 . 0; and authorize the Mayor to sign the Notice of completion for the project;
and
WHEREAS, the Sweetwater River Bikeway connections/ 30th Street Bicycle
Facility Improvements project — CIP 18-14 included traffic calming and pedestrian and
bicycle enhancements on 30th Street between "D" Avenue and N. 2nd Avenue,
connecting existing pedestrian and bicycle facilities near Sweetwater High School to the
regional Sweetwater River Bike Path off N. 2nd Avenue. Improvements also included
street resurfacing, ADA upgrades, approximately I mile of Class II bike lanes with
signage, traffic signal modifications at Highland Avenue and E. 30th street, concrete pads
at bus stops, and gateway enhancements at both entrances to the Sweetwater River Bike
Path (located at W. 33rd Street and N. 2nd Avenue, respectively); and
WHEREAS, as a result of the satisfactory completion of the project, staff
recommends that City Council; I accept the work performed by Blue Pacific Engineering
and Construction Inc. for the Sweetwater River Bikeway connections/ 30th Street Bicycle
Facility Improvements project, CIP No. 18-14; 2 approve the final contract amount of
$915,469.68; 3 ratify the release of retention in the amount of $44221.97; and 4)
authorize the Mayor to sign the Notice of Completion for the project; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL AL CITY,
CALIFORNIA, DOES RESOLVE, E, DECLARE, DETERMINE, AND ORDER S
FOLLOWS:
Section 1: That the City Council hereby authorizes the accepting the work
performed by the general contractors on the following five projects identified below: a)
Camacho Recreation Center HVAC Replacement project CIP No. 2 - ; b) Euclid Bike
and Pedestrian Enhancements project CIP No. 1 -1 ; c) Paradise Creek Park Expansion
project CIP No. 1 -1 ; d) Sweetwater Road Safety Enhancements project CIP No. 19-
12; and a Sweetwater River Bikeway connections/ 30th Street Bicycle Facility
Improvements project CIP 18-14.
Section 2: Approve the final contract amounts.
Section 3: Authorizing the ratifying the release of retentions.
Section 4: Authorizes the Mayor to sign the Notice of Completion for the
projects.

Section 5: That the City Clerk shall certify to the passage and adoption of this
Resolution and enter it into the book of original Resolutions.
