HomeMy WebLinkAboutCC RESO 2022-183and RESOLUTION No. 2 - 183 RESOLUTION I OF THE CITY COUNCIL F THE CITY OF NATIONAL CITY, CALIFORNIA STAFF RECOMMENDS MEI DS THE INSTALLATION F A BLUE CURB DISABLED PERSONS PARKING SPACE WITH SIGNAGE IN FRONT OF THE RESIDENCE AT 920 PLEASANT LANE WHEREAS, S, Mr. Gerardo Zavala, resident of 920 Pleasant Lane has requested a blue curb disabled persons parking space in front of his residence; and WHEREAS, S, the resident possesses a valid disabled persons placard from the California Department of Motor Vehicles; and WHEREAS, the resident stated that it is difficult for him to find parkingin front of his residence due to the high demand of parking in the area and that a disabled persons parking space in front of his residence would provide easier access to the house; and WHEREAS, the resident has a manual gate and cited financial hardship as the reason for being unable to upgrade to an automatic gate; and WHEREAS, staff visited the site and observed that the residence has a driveway entrance and no garage; and WHEREAS, the driveway is 19 feet long by 13 feet wide with . %-4% slope; and WHEREAS the minimum dimensions for a driveway to accommodate a vehicle with a disabled driver or passenger is 20 feet long by 12 feet wide and a 2% slope; and WHEREAS, this condition is not met since the dimensions of the driveway do not meet the minim um parking requirements for disabled persons; and WHEREAS, the City Council has adopted a policy which is used to evaluate requests for disabled persons parking spaces; and WHEREAS, the City Council Disabled Persons Parking Policy requirements for "Special Hardship" p as follows:Applicant guardian) must be in possession of valid license plates or placard for "disabled persons" or "disabled veterans"(2)The pry osed disabled arkinace(orp parking must be in front side if on a corner lot) of the applicant's(or guardian's lace of •p residence; The residence must not have useable off-street parking available or an off-street space available that may be converted into disabled parking; and WHEREAS, this item was presented to the Traffic Safety Committee on October 12, 2 22; a WHEREAS, staff sent notices to area residents inviting them to Zoom -in or call -in to the Traffic Safety Committee Meeting and/or contact staff with any questions; and WHEREAS, staff presented the results of the site evaluation to the Traffic Safety Committee and after discussion, the Traffic Safety Committee voted to approve staff's recommendation to install a blue curb disabled persons parking space with sign, since all three conditions t ns of the City Council Disabled Persons Parking Policy for "Special Hardship" cases are met. p Resolution No. 2022 — 183 Page Two NOW, THEREFORE, RE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER s FOLLOWS: Section 1: That the City Council hereby authorizes the installation of a blue curb disabled persons parking space with signage in front of the residence at 920 Pleasant Lane. Section 2: That the City Clerk shall certify to the passage and adoption of this Resolution and enter it into the book of original Resolutions.
