HomeMy WebLinkAboutCC RESO 2023-142 Trainer Assignment Pay for PTE Police DispatchersRESOLUTION NO. 2023 - 142 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, AUTHORIZING TRAINER ASSIGNMENT PAY FOR PART-TIME POLICE DISPATCHERS WHEREAS, the City of National City Police Department, along with police departments nationwide, has struggled to fully staff the Police Dispatch Center; and WHEREAS, in 2023 the City hired three new full-time Police Dispatchers and intends to hire four more in the coming months; and WHEREAS, a few part-time Police Dispatchers are used to supplement the authorized full-time benefited positions; and WHEREAS, the part-time Poise Dispatchers currently receive no benefits beyond their hourly compensation; and WHEREAS, to recognize and incentivize the part-time Police Dispatchers who are filling an essential services gap and to reduce the burden of training from the seven fully trained full- time Police Dispatch employees, staff recommends providing part-time Police Dispatchers the opportunity to receive trainer assignment pay; and WHEREAS, the new benefit will become effective upon City Council approval; and WHEREAS, an estimated annual cost of $2,000 for the new benefit will be absorbed within the fiscal year 0 3- 0 4 adopted budget for Police personnel services. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS: Section I: That the City Council hereby authorizes the creation of the following benefit for pad -time Police Dispatchers as detailed below. 1. Trainer Assignment Pay Part-time Police Dispatchers in the Police Department shall receive Trainer Assignment Pay equal to three percent (3%) of base salary when assigned as a trainer for other dispatchers and the training is anticipated to last at least one month. This pay differential will be determined on a daily basis and will not apply to days when the trainer is absent from work or otherwise not engaged in performing the training function. Section 2: That the City Clerk shall certify to the passage and adoption of this Resolution and enter it into the book of original Resolutions.
