HomeMy WebLinkAboutCC RESO 2023-164RESOLUTION NO. 2023 164 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, AUTHORIZING THE ESTABLISHMENT OF AN APPROPRIATION OF $832,000 AND A CORRESPONDING REVENUE BUDGET FOR THE CONSTRUCTION PHASE OF THE NATIONAL CITY BICYCLE WAYFINDING PROJECT, REIMBURSABLE THROUGH THE STATE ACTIVE TRANSPORTATION PROGRAM APPROVED BY CALTRANS. WHEREAS, on January 30, 2019, the California Department of Transportation ("Caltrans")awarded a $942,000 State Active Transportation Program "ATP" grant to the City of National City("City") for the Citywide Bike Wayfinding Project ("Project"); and WHEREAS, S, the $942,000 award was distributed by three Project phases, Environmental & Permits `PA ED" - $15,000, Preliminary Engineering ("PS&E") - $95,000, and Construction -$832,000; and WHEREAS, S, on March 25, 2020, Ca'trans authorized the City to proceed with the PA/ED phase in the amount of $15,000 with no local match; and WHEREAS, S, on June 2, 2020, City Council adopted Resolution No. 2020-98 authorizing the Mayor to execute Program Supplement Agreement "PSA" No. U51 with Ca!trans for the Project to allow for reimbursement of up to $15,000 in eligible Project expenditures through the ATP grant; and WHEREAS, on December 9, 2021, Caltrans authorized the City to proceed with the PS&E phase in the amount of $95,000 with no local match; and WHEREAS, S, on March 15, 2022, City Council adopted Resolution No. 2022-44 authorizing the Mayor to execute PSA No. U51 Rev 1 with Ca!trans for the Project to allow for reimbursement of up to $95000 in eligible Project expenditures through the ATP grant; and WHEREAS, on May 4, 2023, Caltrans authorized the City to proceed with the Construction phase in the amount of $832,000 with no local match; and WHEREAS, the Project proposes to install more than 100 signs and approximately four kiosks at decision points throughout the City's recently constructed bicycle network, consistent with the City's Bicycle Master Plan; and WHEREAS, the way finding signs will direct people on bikes to important destinations such as schools, transit stations, community centers, and parks; and WHEREAS, City staff recommends City Council adopt this Resolution olution authorizing the establishment of an appropriation and corresponding revenue budget to allow for reimbursement of up to $832,000 in eligible Project expenditures through the ATP grant. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS: Section 1: That the City Council hereoy authorizes the establishment of an appropriation of $832,000 and a corresponding revenue budget for the construction phase of the National City Bicycle Wayrinding project, reimbursable through the State Active Transportation Program approved by Caltrans. Section 2: That the City Clerk shall certify to the passage and adoption of this Resolution and enter it into the book of original Resolutions. PASSED and ADOPTED this 5th day of December, 2023.
