Mayor Morrison announced that Vice -Mayor Molina would be attending remotely as noticed on the agenda from a location in Dallas, Texas. Due to the requirements of AB2 4 , this virtual attendance did not qualify, but since the notification and location were provided prior to the distribution and posting of the meeting agenda Vice -Mayor Molina was able to attend if requirements were met. Mayor Morrison confirmed that Vice -Mayor Molina had posted the agenda and provided access to the meeting at her location as required by the Brown Act and Government Code Section 54953. Vice -Mayor Molina confirmed and was allowed to continue virtually. This action does not require a vote of the City Council. ROLL CALL Councilrnembers present: Bush, Rodriguez, Yamane, Molina (via Zoom), Morrison Administrative Officials present: Martinez, Romero, Chapel (via Zoom), Aguirre, Brennan, Ghio, Hernandez., Hussain, Manganiello, Mora, Reeder Interpretation in Spanish provided by Ruth Monroy and Luisa Diaz. 3. PLEDGE OF ALLEGIANCE TO THE FLAG Councilmernber Bush led the Pledge of Allegiance, INVOCATION Invocation delivered by Pastor Carolyn Nichols from the Southport Christen Center. 5. PUBLIC COMMENT Mayor Morrison summarized the process for acceptance of live public comment allowing three minutes per comment and introduced City Clerk Chapel. Three (3) speakers provided in -person comments, one (1) written comment was received, and two (2) people provided virtual comment. Judith Strang Katrina Preece Written comment received, not read into the record: Kathleen Lippitt PROCLAMATION . 1 Hispanic Heritage Month Mayor Morrison presented the proclamation. The Proclamation was accepted by representatives from Herencia Hispana California and the San Diego County Hispanic Chamber of Commerce. 7. PRESENTATION (Limited to Five (5) Minutes each) 7.1 Annual Planning Commission Chair 2023 report to City Council Planning Manager Martin Reeder introduced Manning Commission Chair Richard Martin Miller, who provided a PowerPoint Presentation. REGIONAL BOARDS AND COMMITTEE REPORTS (Limited to Five (5) Minutes each) Councilmember Rodriguez provided an update on the SANDAG Public Safety Committee Meeting. Vice -Mayor Molina reported on the business of the SANDAG Board of Directors and reported her attendance at the NALEO Policy Institute Conference. Mayor Morrison reported on the business of the SANDAG Independent Tax Oversight Committee and participation on the Mayor's Task Force on Homelessness. Councilmernb•ers Bush and Yamane had no report. Port of San Diego Commissioner Sandy Naranjo provided a report on the recent Board Meeting. t CONSENT CALENDAR ACTION: Motion by Councilmember Rodriguez, seconded by Councilmember Bush to approve Consent Calendar Items 9,1 through 9.5 and 9.7 through 9.10 with Item g.6 pulled for discussion. 9.1 Approval of Reading hy Title Only and Waiver of Reading in Full of Ordinance on this Agenda 9.2 Approval of City Council Meeting Minutes. Approve and file. Motion carried by unanimous vote Motion carried by unanimous vote 9.3 Acce•pt SDG&E's 2023 SAFE San Diego Grant Program Award of $3,000 for the City's Community Emergency Response Team (CERT) Program. 9.4 Approved Resolution No. 2023-133 Adopt a Resolution Entitled, "Resolution of the City Council of the City of National City, California, Authorizing the Mayor to Accept Funds in the Amount of S3,000 from the San Diego Gas & Electric (SDG&E) 2023 SAFE San Diego Grant Program for the National City Community Emergency Response Tem (CERT) Program and Authorizing the Establishment of a Reimbursable Grants City -Wide Fund Appropriation and Corresponding Revenue Budget." Motion carried by unanimous vote Authorize the Purchase of a Utility/Command Vehicle for the Fire Department. Approved Resolution No. 2023-13I- Adopt a Resolution Entitled, "Resolution of the City Council of the City of National City, California, Authorizing the Informal Bid Process Pursuant to National City Municipal Code Section 2.60.210, Open Market Procedure When Informal Bidding Required, Regarding the Purchasing of the lowest of three bids and Authorizing the City to purchase from Perry Ford of National City One (1) Ford Super -Duty F- 350 Lariat 4X4 Crew Cab Pickup Not -to -Exceed Amount of $74,986,00 for the Fire Department and Authorizing the City Manager to Approve Adjustments to the Not- to -Exceed Amount for the Purchase of up to $78,736.00 as a 5% Contingency for Unforeseen Fluctuations in Pricing; 2) Approving Appropriations from the General Fund and Vehicle Replacement Fund in the Amount of $78,736.00 including a Contingency Based on Increased Revenue from the Lower Sweetwater Fire Protection District; and 3 Adding the Vehicle to the Vehicle Replacement Schedule Based on Annual Reimbursements from the California Office of Emergency Services.' Motion carried by unanimous vote 9.5 Authorizing the Mayor to Execute the Program Supplement Agreement for the Retrorefiecti e Back -Plates Project, CIP No. 23-04. Approved Resolution No. 2023-135 Adopt a Resolution Entitled, `{Resolution of the City Council of the City of National City, California, 1) Authorizing the Mayor to Execute Program Supplement Agreement (PSA) No. A238 with the State of California Department of Transportation (Caltrans) for the Retroreflective Back -Plates Project, CIP No. 23- 04; 2) Authorizing the Establishment of an Engineering Grants Fund Appropriation of $92,250 and Corresponding Revenue Budget, and 3 Committing to Providing a Local Match of 10,25 ." Motion carried by unanimous vote Item Pulled for Discussion by Mayor Morrison 9.6 California Library &ustainability Grant Funds Acceptance Approved Resolution No. 2023-136 Principal Librarian Danielle Ghio reported on the item. Adopt Resolution Entitled, "Resolution of the City Council of the City of National City, California, Accepting the California Library's Sustainable California Grant in the Amount of $30,000 to Fund the National City Public Library's Tool Lending Program for FY 2024 and Authorizing the Establishment of a Library Grants Fund Appropriation of $301000 and Corresponding Revenue Budget." ACTION: Motion by Mayor Morrison, seconded by Councilmember Yamane to adopt the resolution and staff to return at the October 3, 20231 City Council meeting to provide program details. Motion carried unanimous vote 9.7 Installation of a Blue Curb Disabled Persons Parking Space with Signage in front of the Residence at 135 E 6th Street. Approved Resolution No. 2023-137 Adopt a Resolution Entitled, "Resolution of the City Council of the City of National City, California, Authorizing the Installation of a Blue Curb Disabled Persons Parking Space with Signage in Front of the Residence at 135 E 6th Street." Motion carried by unanimous vote 9,8 Installation of a Blue Curb Disabled Persons Parking Space with Signage in Front of the Residence at 507 F Avenue. Approved Resolution No, 2023-138 Adopt a Resolution Entitled, "Resolution of the City Council of the City of National City, California, Authorizing the Installation of a Blue Curb Disabled Persons Parking Space with Signage in Front of the Residence at 507 F Avenue." STAFF REPORTS 10.1 Amendment to City Council Policy No. 901, to Require a Study and Development of Homeownership on City -Owned Property Zoned for Residential Use. Approved Resolution No. 2023-139 Acting Deputy City Manager/Housing Authority Director Carlos Aguirre provided a PowerPoint Presentation. Recommendation: Adopt the Resolution Entitled, "Resolution of the City Council of the City of National City, California, Amending City Council Policy No. 901, Entitled Management of Real Property,' to Require a Study and Development of Homeownership Units With Maximized Affordability On City -Owned Property Zoned For Residential Use and Include a 75% Local Preference or Residents of National City." ACTION: Motion by Councilmember Rodriguez, seconded by Councilmember Yamane to adopt the resolution. Motion carried by unanimous vote. ADJOURNMENT T Mayor Morrison adjourned to the Regular Meeting of the City council of the City of National City, Tuesday, October 3, 2023, 6:00 in the Council Chamber, located in City Hall, 1243 National City Boulevard, National City, California.
