Meetings: Regular City Council Meetings are held on the first and third Tuesday of the month at 6:00 p.m. Special Closed Session Meeting and Workshops may be same day, the start time is based on needs. Check Special Agendas for times. Location: Regular City Council Meetings are held in the Council Chamber located at City Hall, 1243 National City Boulevard, National City, CA 91950, the meetings are open to the public. Agendas and Material: Agendas and Agenda Packet for items listed are available on the City website, and distributed to the City Council no less than 72 hours prior to the City Council Meeting. Sign up for E-Notifications to receive alerts when items are posted. Public Participation: Encouraged in a number of ways as described below. Members of the public may attend the City Council Meeting in person, watch the City Council Meeting via live web stream, or participate remotely via Zoom. Recording of Meetings are archived and available for viewing on the City’s website. Public Comment: Persons wishing to address the City Council on matters not on the agenda may do so under Public Comments. Those wishing to speak on items on the agenda may do so when the item is being considered. Please submit a Speaker’s Slip to the City Clerk prior to the meeting or immediately following the announcement of the item. All comments will be limited up to three (3) minutes. The Presiding Officer shall have the authority to reduce the time allotted to accommodate for a large number of speakers. (City Council Policy 104) If you wish to submit written comment email to the City Clerk’s Office at least 2 hours prior to the City Council Meeting to allow time for distribution to the City Council. Spanish Interpretation Services: Spanish Interpretation Services are available, please contact the City Clerk prior to the start of the meeting for assistance. American Disabilities Act Title II: In compliance with the American Disabilities Act of 1990, persons with a disability may request an agenda in appropriate alternative formats as required by Title II. League of California Cities Annual Conference – Designation of Voting Alternate 57 Adopt a Resolution entitled, Resolution of the City Council of the City of National City, California, Designate City Manager Raulston as the Voting Alternate to Represent the City of National City at the 2022 League of California Cities Annual Conference and Business Meeting. 8.5. City Council Meetings Schedule for December 2022 and January 2023, 2022- 06 (City Clerk's Office) 60 Recommendation: The City Council adopt a motion dispensing with the Tuesday, December 20, 2022, and Tuesday, January 3, 2023, Regular Meetings of the City Council; and adjourn the Regular Meeting of Tuesday, December 6, 2022 to the next Regular Meeting to be held on Tuesday, January 17, 2023. A Special Meeting will be called for Tuesday, December 13 at 6:00 p.m. (City Clerk's Office) 8.6. New Job Classifications, amending the National City Municipal Employees Association (NCMEA) Salary Schedule, and the Management Salary Schedule. (Human Resources) 61 Recommendation: Creating two (2) new job classifications and amending the National City Municipal Employees Association (NCMEA) Salary Schedule, and the Management Salary Schedule.” 8.7. Execute Program Supplement Agreement (PSA) No. A062 with the State of California Department of Transportation (Caltrans) - Highland Ave. Inter-City Connection Project to allow for reimbursement of up to $58,000 in Active Transportation Program Grant Fund 76 Page 2 of 348 8.8. Reject all Bids Received May 12, 2022, Accept Bids Received July 20, 2022, Authorize Appropriation, and Award Contract to California Commercial Pool, Inc. - Las Palmas Swimming Pool Renovation Project, CIP No. 22-01. 87 Adopt a Resolution Entitled, "Resolution of the City Council of the City of National City, California, 1) rejecting all bids received on May 12, 2022, for the Las Palmas Swimming Pool Renovation Project, CIP No. 22-01; 2) accepting the bids received on July 20, 2022; 3) authorizing the appropriation of additional funds in amount of $660,907 from the remaining balance of American Rescue Plan Act (ARPA) fund; 4) awarding a contract to California Commercial Pool, Inc., in the not-to-exceed amount of $3,206,850 for the Las Palmas Swimming Pool Renovation Project, CIP No. 22-01; 5) authorizing a 10% contingency in the amount of $320,685 for any unforeseen changes; and 6) authorizing the Mayor to execute the contract. Notice of Decision – Planning Commission approval of a Conditional Use Permit for on-site distilled spirits sales and live entertainment located at 2325 Highland Ave. (Case File No.: 2022-08 CUP) 118 Staff concurs with the decision of the Planning Commission and recommends that the Notice of Decision be filed. (Community Development - Planning) 8.10. Notice of Decision – Planning Commission approval - Conditional Use Permit off-sale beer & wine (Type 20) existing retail store (99 Cents Only) located at 1320 Highland Ave. adding condition to keep product locked up while not on the sales floor. 166 Staff concurs with the decision of the Planning Commission and recommends that the Notice of Decision be filed. (Case File No.: 2022-16 CUP) (Community Development – Planning) 8.11. Accept SDG&E’s 2022 SAFE San Diego Grant Program Award of $2,500 for the City’s CERT Program. 205 8.12. Request to Initiate a Local Coastal Plan (LCP) Amendment for the update of the City’s LCP Land Use Plan and Implementation documents for consistency with Title 18 (Zoning) of the National City Municipal Code. 209 Approval of the request. (Community Development) 8.13. Warrant Register #1 for the period of 7/1/22 through 7/7/22 in the amount of $1,595,251.79. 213 8.14. Warrant Register #2 for the period of 7/8/22 through 7/14/22 in the amount of $2,111,769.78. 218 Page 3 of 348 8.15. Temporary Use Permit – Spirit Halloween retail tent store hosted by Spirit Halloween at Westfield Plaza Bonita Mall from September 4, 2022 through November 15, 2022 with no waiver of fees. 221 Approve the Application for a Temporary Use Permit subject to compliance with all conditions of approval with no waiver of fees or in accordance to City Council Policy 802. (Community Development) 9.PUBLIC HEARING 9.1. Public Hearing – Conditional Use Permit Modification for the addition of live entertainment and modified operating hours at an existing public market (Market on 8th) located at 41 East 8th Street. 250 Staff concurs with the decision of the Planning Commission and recommends that the Notice of Decision be filed. (Community Development) 10.STAFF REPORTS 10.1. Adopt the Resolution, setting Property Tax Rate for Library General Obligation Bond Property Tax Rate 2023 at .572 cent. 342 Adopt a Resolution Entitled, "Resolution of the City Council of the City of National City, California, setting Property Tax Rate for Library General Obligation Bond Property Tax Rate 2023 at .572 cent.” (Finance) 10.2.
