POLICY # 108 TITLE: City Manager as Chief Administrative Officer
Background
The City of National City operates under the Council/Manager form of government, a system that
combines the policy leadership of elected officials in the form of a City Council, with the
managerial expertise of an appointed City Manager.
The Council is the legislative body that represents the community and is empowered to formulate
citywide policy. The City Council is comprised of the Mayor and four councilmembers who are
elected by their districts.
The City Manager is appointed by the City Council and serves as the chief administrative officer
of the organization. The City Manager is responsible for administration of City affairs, day-to-day
operations, implementation of City Council policies, and is the liaison between the City Council
and the City staff.
Purpose
The purpose of this policy is to clarify the City Manager’s responsibilities and to establish
guidelines under which the City Council issues directives to City staff members.
Policy
In accordance with the National City Municipal Code, Section 2.01.030, except for the purpose of
inquiry, the City Council shall deal with the administrative departments solely through the City
Manager. Neither the City Council nor any member thereof shall give orders to any employee of
the City Manager. This policy is based on the principle that departments carry on their approved
activities and do not alter approved priorities or policies on the basis of a request that has not
been approved by the City Council as a body.
The City Manager shall act as chief administrative officer for the various appointed
department directors.. The City Manager’s duties and responsibilities are codified in National City
Municipal Code Chapter 2.01.
