ALSO.PRESENT: ASSISTANT SENIOR CITY ATTORNEY HRADECKY, PRINCIPAL PLANNER RAY, ASSISTANT PLANNER PHELPS, PRINCIPAL ENGINEER BERKUTI, CDC DIRECTOR DESROCHERS, CDC PROJECT MANAGER MARTINEZ. LED BY COMMISSIONER GODSHALK. SAID BY COMMISSIONER VALDERRAMA. MOTION BY BACA, 2ND BY GODSHALK, FOR APPROVAL OF MINUTES FOR THE MEETING HELD ON AUGUST 17, 1998. ROLL CALL: AYES - UNANIMOUS. MOTION BY LARGE, 2ND BY BACA FOR APPROVAL OF AGENDA. ROLL CALL: AYES - UNANIMOUS. AGENDA ITEMS ROLL CALL PLEDGE OF ALLEGIANCE INVOCATION APPROVAL OF MINUTES MINUTES OF THE REGULAR MEETING HELD ON AUGUST 17, 1998. APPROVAL OF AGENDA 2. MOTION BY BACA, 2ND BY GODSHALK FOR APPROVAL OF RESOLUTION NO. 11-98. ROLL CALL: AYES - UNANIMOUS. STAFF STATED THAT REVISED CALCULATIONS INDICATE THE TOTAL BUILDING AREA IS APPROXIMATELY 4,500 SQ.FT., NOT 5,055 SQ.FT. CDC PROJECT MANAGER MARTINEZ, 140 E. 12TH STREET SPOKE IN SUPPORT OF VARIANCE. DANIEL CONTRERAS, 515 4TH AVENUE, CHULA VISTA, PROJECT ARCHITECT, SPOKE IN SUPPORT OF VARIANCE, AND ANSWERED QUESTIONS OF COMMISSIONERS' CONCERNING LANDSCAPING AND PARKING LOT AISLE WIDTH. CDC DIRECTOR DESROCHERS RESPONDED TO COMMISSIONERS QUESTIONS CONCERNING OWNERSHIP OF THE PARCEL. HE STATED THAT CDC WILL REMAIN THE OWNER UNTIL EVERYTHING IS IN ORDER WITH THE PROJECT. HE FURTHER STATED THAT THE PROJECT SITE WILL SELL FOR $12.00 PER SQ.FT. CDC DIRECTOR DESROCHERS CORRECTED PREVIOUS STATEMENT OF COST PER SQ.FT. TO $8.00. RESOLUTION 2. RESOLUTION NO. 11-98. A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF NATIONAL CITY, CALIFORNIA, APPROVING A CONDITIONAL USE PERMIT FOR THE SALE OF IMPORTED BEER AND WINE AT A SPECIALTY MARKET AT 1727 SWEETWATER ROAD, SUITE "A". APPLICANT: MASANOBU YAJIMA. CASE FILE NO. CUP-1998-6. PUBLIC HEARINGS - PUBLIC HEARING - ZONE VARIANCE TO ALLOW REDUCTION IN THE REQUIRED NUMBER OF PARKING SPACES AND REQUIRED PARKING LOT AISLE WIDTH, IN CONJUNCTION WITH THE CONSTRUCTION OF A 5,055 SQ.FT. MEDICAL OFFICE AND PHARMACY AT 1428 HIGHLAND AVENUE. APPLICANT: COMMUNITY DEVELOPMENT COMMISSION. STAFF REPORT BY ASSISTANT PLANNER PHELPS. CASE FILE NO. Z-1998-2. September 21, 1998 MOTION BY BACA, 2ND BY MARTINELLI TO CLOSE THE PUBLIC HEARING AND APPROVE ZONE VARIANCE NO. Z-1998-2 BASED ON REQUIRED FINDINGS FOR APPROVAL, AND SUBJECT TO CONDITIONS AS SET FORTH IN THE STAFF REPORT. ROLL CALL: AYES -UNANIMOUS. 4. STAFF STATED THAT THE COMMUNITY DEVELOPMENT COMMISSION HAD BEEN LISTED AS THE APPLICANT WHEN IN FACT IT IS OPERATION SAMAHAN. BASED ON THIS MISTAKE, IT IS SUGGESTED THAT THE ITEM BE RESCHEDULED FOR THE MEETING OF OCTOBER 19, WITH THE PUBLIC HEARING READVERTISED AND RENOTICED. MOTION BY GODSHALK, 2ND BY BACA TO CONTINUE THE ITEM TO THE MEETING OF OCTOBER 19, 1998, WITH READVERTISEMENT AND RENOTIFICATION. ROLL CALL: AYES - UNANIMOUS. SENIOR ASSISTANT CITY ATTORNEY HRADECKY STATED THAT AMENDMENTS TO THE MUNICIPAL CODE HAVE BEEN FINALIZED WHICH ENHANCE ENFORCEMENT PROCEDURES FOR STAFF. PRINCIPAL PLANNER RAY STATED THAT SEVERAL ITEMS ARE PROVIDED TO COMMISSIONERS IN THE FRONT OF THEIR BOOKS: THE MONTHLY CODE CONFORMANCE ACTIVITY REPORT; LETTER FROM ED PIETERS CONCERNING NOISE VIOLATIONS; LETTER FROM ENGINEERING REGARDING ILLEGAL DUMPING INTO PARADISE CREEK; AND UPDATE ON RECENT COMMISSION REFERRALS, SOME WHICH ARE STILL ON -GOING. 4. PUBLIC HEARING - ZONE VARIANCE TO ALLOW REDUCTIONS IN THE NUMBER AND WIDTH OF REQUIRED PARKING SPACES IN CONJUNCTION WITH THE ADDITION OF 4,645 SQ.FT. TO AN EXISTING MEDICAL CLINIC AT 2743 HIGHLAND AVENUE. APPLICANT: OPERATION SAMAHAN (INADVERTENTLY NOTICED AS COMMUNITY DEVELOPMENT COMMISSION). STAFF REPORT BY ASSISTANT PLANNER PHELPS. SENIOR ASSISTANT CITY ATTORNEY PLANNING DIRECTOR September 21, 1998 COMMISSIONER VALDERRAMA ASKED ABOUT INOPERATIVE VEHICLE AT 1617 HOOVER AVENUE AND AT WHOSE EXPENSE IS THE VEHICLE TOWED IF NOT REMOVED. SENIOR ASSISTANT CITY ATTORNEY HRADECKY STATED THAT THE COST IS COVERED BY THE VEHICLE OWNER WHEN VEHICLES ARE TOWED FROM THE STREET, AND BY THE PROPERTY OWNER IF REMOVED FROM PRIVATE PROPERTY. COMMISSIONER BACA REPORTED COMMISSIONERS TWO VEHICLES, ONE WHITE, WITH BLUE TARP OVER THE ENGINE, AND THE OTHER MAROON COLORED, PARKED IN THE STREET AT 1902 PALM AVENUE. COMMISSIONER MARTINELLI REPORTED POSSIBLE ILLEGAL DWELLING UNITS ADDED AT BEHIND 1024 "B" AVENUE, AND AT 8TH AND D. SHE ALSO STATED THAT BAKERY TRUCKS PARK IN FRONT OF 426 E. PLAZA BOULEVARD AND OBSTRUCT ON -COMING TRAFFIC. COMMISSIONER LARGE STATED THAT THE CITY COULD USE A HENRY'S MARKET. THE IDEAL PLACE WOULD BE AT THE OLD LUCKY STORE ON HIGHLAND AVENUE. CDC DIRECTOR DESROCHERS STATED THAT LUCKY STILL HAS THE LEASE AND WILL NOT SUBLET TO ANOTHER MARKET. HE FURTHER STATED THAT HE WOULD ALSO LIKE TO SEE A HENRY'S OR BONEY'S TYPE MARKET IN THE CITY. COMMISSIONER BACA STATED THAT A MOTORHOME WITH CAMPAIGN SIGNS IS PARKED AT PLAZA BOWL. IS THERE ANYTHING THAT CAN BE DONE? 4 September 21, 1998 CHAIRMAN DETZER ASKED WHAT CHAIRMAN OPTIONS THE CITY HAD CONCERNING THE HIGHLAND MART AND THE FORMATION OF THE CORPORATION. SENIOR ASSISTANT CITY ATTORNEY HRADECKY STATED THAT THIS IS UNDER ACTIVE REVIEW AND LEGAL AVENUES ARE BEING EXPLORED. CHAIRMAN DETZER ASKED THAT THE COMMISSION BE KEPT INFORMED ON THIS SITUATION. ED PIETERS, 1940 MCKINLEY AVENUE ORAL COMMUNICATIONS (3 ASKED THE COMMISSIONERS IF MINUTE TIME LIMIT). NOTE: THEY HAD ANY QUESTIONS Under State law, items requiring CONCERNING HIS SUBMITTED Commission action must be brought LETTER. HE REPORTED THAT CURB CORNERS ARE NOT PAINTED RED AND TRUCKS PARK AND OBSTRUCT VIEW OF TRAFFIC; BUSINESSES WITHOUT ADEQUATE SPACE EXPAND OUT INTO THE STREET AND BLOCK THE STREET; PACKING CRATES ARE LEFT ON THE SIDEWALK AT 16TH AND MCKINLEY; HAWTHORNE MACHINERY KEEPS ITS GRADING EQUIPMENT OUT IN THE STREET; SEVERAL BUSINESSES HAVE ACCUMULATION OF TRASH AND DUMPED ITEMS; TRUCKERS ARE CAMPING OVERNIGHT IN THE STREET, AND LEAVE THE ENGINES RUNNING; THE SCRAP YARD HOSES DOWN THEIR TRUCKS ON WEEKENDS AND WATER RUNS DIRECTLY INTO STORM DRAIN SYSTEM. HE STATED THAT HE FELT THE CITY NEEDS TO ADDRESS THESE ISSUES AND HE WOULD LIKE A MEETING TO BE HELD. September 21, 1998 COMMISSIONER GODSHALK AND COMMISSIONER MARTINELLI STATED THAT THEY ALSO HAD OBSERVED SEVERAL PROBLEMS IN THE WESTSIDE AREA, AND COULD CONFIRM MR. PIETERS' COMMENTS. CHAIRMAN DETZER STATED HE APPRECIATED MR. PIETERS' REPORT AND STATED THAT HE HOPED WITH THE MARINA DEVELOPMENT, THE WHOLE AREA WOULD BE CLEANED UP. MR. PIETERS ALSO REPORTED THAT THE ROUNDHOUSE PROJECT IS STILL UNDERWAY AND IS BEING REVIEWED BY THE PORT DISTRICT. 6:44 P.M. September 21, 1998
