PERCENT OF ANNUAL SALES IS FROM
ALCOHOL.

FINDINGS AND SUBJECT TO

THE HEARING.
COMMISSIONER FLORES STATED THAT
SHE HAD TWO MESSAGES LEFT AND
THE CALLS WERE NOT RETURNED.

HE HAD BEEN OUT OF TOWN AND A
PHONE MESSAGE WAS LEFT, BUT NO

WAS GIVEN AN UPDATE BY THE
CONSULTANT ON THE COMMUNITY
MEETING.
STAFF DISTRIBUTED TWO HANDOUTS,
ONE A LETTER RECEIVED FROM TED
GODSHALK, AND A PETITION FROM
RESIDENTS OF THE MANCHESTER
NEIGHBORHOOD OPPOSING THE
PROJECT BECAUSE OF BIOLOGY,
DENSITY, OFF STREET PARKING, HOME
DESIGN AND LOT SIZE ISSUES.
J.R. CHANTENGCO, 612 VIA ARMADO,
CHULA VISTA, CONSULTANT FOR
APPLICANT, SPOKE IN SUPPORT OF
PROJECT. HE ADDRESSED THE TWO
COMMUNITY MEETINGS THAT WERE
HELD AND COMPROMISES REACHED.
HE STATED THE HOMES WILL
INCORPORATE ARCHITECTURAL
FEATURES LIKE THE WELLINGTON
ESTATE AND ADDRESSED PROJECT
AMENITIES, TRAFFIC,
ENVIRONMENTAL ISSUES, AND HOW
THE PROJECT IS CONSISTENT WITH
THE GENERAL PLAN.
PETER MONCRIEFF, 3600 E. 8TH STREET,
SPOKE IN SUPPORT OF THE PROJECT.
HE STATED THAT THE CLUSTERING OF
THE HOMES ON THE LOWER PORTION
OF THE SITE WILL PRESERVE THE
HILLSIDE AND RESULT IN MINIMAL
GRADING. HE ALSO STATED THAT 72
HOMES COULD BE PROPOSED ON THE
PROPERTY, BUT THIS PROJECT IS FOR
ONLY 42 HOMES.

COMMISSIONERS TOOK A FIVE
MINUTE RECESS.
MEETING RESUMED. COMMISSIONERS
PARRA, FLORES, UNGAB, BACA
PRESENT.
CHAIRMAN UNGAB ASKED WHAT
OTHER OPTIONS WERE AVAILABLE
AND IF THE PROJECT COULD BE
REDESIGNED TO USE SOME OF THE
SLOPE AREAS. HE ALSO ASKED
ABOUT FIRE TURNAROUND.
COMMISSIONER BACA EXPRESSED
CONCERNS REGARDING TRAFFIC, AND
LOT SIZES. HE ALSO STATED NO
SIDEWALKS ARE PROPOSED.
STAFF STATED THAT SIDEWALKS ARE
REQUIRED ALONG THE ENTIRE
LENGTH OF PARADISE VALLEY ROAD
AND IN THE NEW STREETS. STAFF
FURTHER STATED THAT FIRE AND
ENGINEERING CODE REQUIREMENTS
HAVE BEEN MET.
COMMISSIONER PARRA STATED THAT
HE IS GLAD TO SEE SINGLE FAMILY
HOMES PROPOSED AND WOULD LIKE
TO SEE THE PROJECT REDESIGNED TO
ADDRESS CONCERNS RAISED BY THE
NEIGHBORS AND A BETTER PLAN
WITH LARGER LOT SIZES. HE ALSO
EXPRESSED CONCERNS ABOUT THE
BIOLOGY REPORT.
MR. CHANTENGCO STATED THAT
THEY WOULD LIKE TO MOVE THE
PROJECT FORWARD FOR COUNCIL
HEARING, AND THIS ITEM HAS
ALREADY BEEN CONTINUED. THE
BIOLOGY CONCERNS HAVE BEEN
ADDRESSED BY CONDITIONS OF
APPROVAL AND THEY CAN BE
MITIGATED. HE STATED MARKET
STUDIES HAVE BEEN PREPARED AND
THEY KNOW WHAT FUTURE HOME
OWNERS WANT. THEY HAVE
CLUSTERED THE DEVELOPMENT AND
FEEL THEY HAVE STRUCK A BALANCE

WITH THE NATURAL CONTOURS OF
THE SITE.
COMMISSIONER FLORES ASKED
ABOUT THE HOMES AND HOW MANY
OF EACH MODEL WOULD THERE BE.
MR. CHANTENGCO RESPONDED THAT
THE HOMES WOULD BE EVENLY
DISTRIBUTED BETWEEN THE THREE
MODELS. HE STATED THAT THE
HOMES WOULD HAVE
ARCHITECTURAL FEATURES AND
COLOR SCHEMES TO CHOOSE FROM.
CHAIRMAN UNGAB STATED THAT HE
WOULD LIKE TO SEE LARGER LOTS.
MR. CHANTENGCO DISTRIBUTED

PAD AREAS. HE STATED IT SHOWS
THE SMALLEST LOT AT 5,290 SQ.FT.
AND THE LARGEST BEING OVER 10,000
SQ.FT.

HE WOULD LIKE TO SEE A
CONTINUANCE TO ADDRESS
ENVIRONMENTAL CONCERNS AND
ALLOW THE DEVELOPER TO INCREASE
LOT SIZES WITH A MINIMUM OF 60 FT.
FRONTAGES.
STAFF STATED THAT COMMENTS
RECEIVED FROM THE US FISH AND
WILDLIFE SERVICE AND STATE
DEPARTMENT OF FISH AND GAME
HAVE BEEN ADDRESSED IN
CONDITIONS OF APPROVAL.
PRINCIPAL PLANNER RAY STATED
THAT COMMISSION SHOULD EXPRESS
WHAT TYPE OF PROJECT THEY WOULD
LIKE TO SEE, IF THEY WANT TO
CONTINUE THE HEARING. THE STAFF
REPORT AND TESTIMONY TONIGHT
HAS PROVIDED A LOT OF
INFORMATION TO DIGEST.
ANDY LAMBERT, CIVIL ENGINEER FOR
PROJECT STATED THAT
ENVIRONMENTAL ISSUES ARE
RESOLVED IN CONDITIONS OF
APPROVAL . HE STATED THIS IS A
GOOD PROJECT WHICH PRESERVES
THE WELLINGTON ESTATE, LEAVES
OPEN SPACE, CLUSTERS THE LOTS
AND WILL PROVIDE NICE HOMES.
