COMMISSIONER DETZER STATED THAT HE WOULD LIKE TO ADD A BLOCK OF WINDOWS ON THE NORTH AND WEST ELEVATIONS, SO THAT THESE ELEVATIONS MATCH THE SOUTH AND EAST ELEVATIONS. LESLIE BURNSIDE RESPONDED THAT SHE FELT IT WOULD BE FEASIBLE TO ADD WINDOWS. MOTION BY DETZER, 2ND BY VALDERRAMA TO APPROVE AMENDMENT TO COASTAL DEVELOPMENT PERMIT BASED ON REQUIRED FINDINGS AND SUBJECT TO CONDITIONS OF APPROVAL WITH ADDITION OF CONDITION NO. 11 REQUIRING THAT THE WINDOW TREATMENT OF THE NORTH ELEVATION BE SIMILAR TO THE SOUTH ELEVATION, AND THE WINDOW TREATMENT OF THE WEST ELEVATION SIMILAR TO THAT OF THE EAST ELEVATION, SUBJECT TO APPROVAL OF THE PLANNING DIRECTOR. COMMISSIONER VALDERRAMA ASKED THAT STAFF CONFIRM THAT THE FIRE DEPARTMENT DID NOT HAVE ANY CONCERNS WITH THE PROPOSED VACATION. STAFF STATED THAT THEY DID NOT. 6. PUBLIC HEARING – VACATION OF THE ALLEY NORTH OF 9TH STREET WEST OF HOOVER AVENUE AND EAST OF COOLIDGE AVENUE. APPLICANT: NATIONAL CITY ENGINEERING DEPARTMENT. STAFF REPORT BY ASSISTANT PLANNER HOSKINSON. CASE FILE NO. SC-2001-2. DON MAUNEY, DM AUTO STATED THAT HE APPROACHED THE CITY 4 October 15, 2001 COUNCIL BECAUSE HE WANTED TO REINSTALL THE GATES THAT HE HAD TO REMOVE. THE GATES CUT DOWN ON THE ILLEGAL ACTIVITIES THAT WERE OCCURRING IN THIS ALLEY. ROBERT WOOD, 132 W. 8TH STREET, SID’S CARPET BARN, STATED THAT CLOSURE OF THE ALLEY WOULD HINDER THEIR LONG TERM EXPANSION PLANS AND THEY WISHED TO HAVE ACCESS TO THE ALLEY. COMMISSIONERS DISCUSSED OPTIONS AVAILABLE AND IF THE GATES COULD REMAIN. SENIOR ASSISTANT CITY ATTORNEY HRADECKY STATED THAT IF THE ALLEY IS NOT USED FOR PUBLIC PURPOSES IT SHOULD BE VACATED. THE THREE PROPERTY OWNERS MIGHT HAVE NEED FOR ITS USE AND THEY COULD GRANT EASEMENTS TO EACH OTHER. ASSISTANT CIVIL ENGINEER LONG STATED THAT THE PUBLIC ALLEY CAN NOT BE GATED TO STOP PUBLIC ACCESS. IF THE AREA IS TO BE GATED, THE ALLEY NEEDS TO BE VACATED. MOTION BY VALDERRAMA, 2ND BY REYNOLDS TO RECOMMEND THAT THE CITY COUNCIL DENY VACATION OF THE ALLEY NORTH OF 9TH STREET WEST OF HOOVER AVENUE AND EAST OF COOLIDGE AVENUE, BASED ON FINDINGS LISTED IN THE STAFF REPORT. MOTION CARRIED BY THE FOLLOWING VOTE: AYES: VALDERRAMA, PARRA, FLORES, UNGAB, REYNOLDS, DETZER. ABSENT: BACA. 5 October 15, 2001 7. MATT PETERSON, 530 B STREET, #1700, SAN DIEGO, ATTORNEY FOR APPLICANT, SPOKE IN SUPPORT OF THE PROJECT. HE STATED THEY OPERATE ELEVEN SELF-STORAGE FACILITIES IN SAN DIEGO AND PROVIDE STATE OF THE ART SECURITY. HE STATED THEY WILL PROVIDE EXTENSIVE LANDSCAPING. HE ALSO STATED THEY HAVE THE SUPPORT OF THE NATIONAL CITY MILE OF CARS ASSOCIATION. HE FURTHER STATED THEY WISH TO MAKE ONE AMENDMENT TO CONDITION NO. 23, AND PROVIDED THE PROPOSED WORDING CHANGES. 7. PUBLIC HEARING – PLANNED DEVELOPMENT PERMIT AND COASTAL DEVELOPMENT PERMIT APPLICATION FOR A SELF-STORAGE FACILITY ON VACANT PROPERTY AT THE SOUTHWEST CORNER OF NATIONAL CITY BOULEVARD AND WEST 33RD STREET. APPLICANT: BOB HALLIDAY FOR TELESIS DEVELOPMENT CORPORATION. STAFF REPORT BY ASSISTANT PLANNER MARCHESANO. CASE FILE NOS. PD-2001- 5/CDP-2001-2. COMMISSIONERS CONFIRMED THAT TELESIS DEVELOPMENT CORPORATION IS IN ESCROW FOR THE PROPERTY AND THAT THEY ARE WILLING TO WORK WITH ANY WIRELESS PROVIDER THAT MAY WISH TO LOCATE FACILITIES HERE. COMMISSIONER DETZER STATED THAT THE BLUE TINTED TILE IS STRIKING AND HE FEELS THAT IT STANDS OUT TOO MUCH. HE STATED HE PREFERS EARTH TONES. PAUL PETERSON, 1720 NEPTUNE, LA JOLLA, STATED THIS TILE WAS USED IN THEIR STORAGE FACILITY IN OTAY MESA AND THEY FELT IT WAS ATTRACTIVE, AND HE OFFERED TO CHANGE THE COLOR IF THE COMMISSION WISHES. COMMISSIONER VALDERRAMA ASKED ABOUT TRUCKS PARKED ON THE STREET NEAR THE SITE. STAFF RESPONDED THAT THEY BELONG TO BANNISTER STEEL AND SEEM TO BE MOVED WITHIN 72 HOURS AS REQUIRED BY LAW. 6 October 15, 2001 MOTION BY VALDERRAMA, 2ND BY REYNOLDS TO APPROVE PLANNED DEVELOPMENT AND COASTAL DEVELOPMENT PERMITS, BASED ON REQUIRED FINDINGS AND SUBJECT TO CONDITIONS OF APPROVAL, WITH BLUE TILE AS PROPOSED AND WORDING CHANGES TO CONDITION NO. 23 AS PROPOSED BY APPLICANT. MOTION BY PARRA, 2ND BY FLORES TO RECOMMEND APPROVAL OF THE DRAFT ORDINANCE, BASED ON ATTACHED FINDINGS. PUBLIC HEARING – AMENDMENT TO TITLE 18 OF THE NATIONAL CITY MUNICIPAL CODE CONCERNING DEFINITIONS, SIGNS, OUTDOOR ADVERTISING DISPLAYS, OUTDOOR DISPLAY OF MERCHANDISE, AND RETAIL FISH SALES, AND AMENDMENT TO TITLE 9 OF THE MUNICIPAL CODE REGARDING SIGNS BORDERING FREEWAYS. ERNESTINE HEWITT, 731 K AVENUE, APPELLANT, DESCRIBED THE TRAVEL BUSINESS SHE IS OPERATING FROM HER HOME. SHE SAID THAT SHE HAD A SIGN BUT IT HAS NOW BEEN REMOVED, HAD INDEPENDENT AGENTS COME TO HER HOME, BUT THEY NO LONGER DO, AND SHE HAS 10 TO 15 LONG TIME CUSTOMERS WHICH SHE PROVIDES SERVICES TO BY PHONE OR MAIL. SHE CURRENTLY HAS BUSINESS MATERIALS CONSISTING OF DESKS, A FILE CABINET AND PHONES IN HER GARAGE, PENDING THE OUTCOME OF THIS APPEAL. SHE STATED SHE DID NOT WANT TO MOVE THE OFFICE ITEMS INTO HER HOME TO FIND OUT THAT SHE CANNOT CONDUCT HER BUSINESS AND WOULD HAVE TO MOVE THE ITEMS AGAIN. 9. APPEAL – DENIAL OF A HOME OCCUPATION PERMIT FOR A TRAVEL AGENCY AT 731 K AVENUE. APPELLANT: RODNEY HEWITT. STAFF REPORT BY ASSISTANT PLANNER HOSKINSON. CASE FILE NO. APPEAL-2001-1. COMMISSIONERS ASKED MRS. HEWITT ABOUT HER BUSINESS AND IF SHE AGREES TO COMPLY WITH RECOMMENDED CONDITIONS OF APPROVAL, ALONG WITH ADDITIONAL REQUIREMENTS THAT ONLY RESIDENTS CONDUCT WORK AT THE HOME RELATED TO THE BUSINESS, THAT NO CUSTOMERS OR BUSINESS- RELATED VISITORS COME TO THE 8 October 15, 2001 RESIDENCE, AND THE GARAGE NOT BE USED FOR THE HOME OCCUPATION. MRS. HEWITT INDICATED THAT SHE WOULD COMPLY WITH CONDITIONS OF APPROVAL. SENIOR ASSISTANT CITY ATTORNEY HRADECKY STATED THAT CONDITION NO. 4 SHOULD BE EXPANDED TO INCLUDE WORDING THAT ONLY THE OWNER OR OCCUPANT OF THE RESIDENCE SHOULD BE EMPLOYED FOR THE BUSINESS AND THAT NO INDEPENDENT TRAVEL AGENT OR OTHER PERSON BE ALLOWED TO CONDUCT BUSINESS AT THIS RESIDENCE. SENIOR ASSISTANT CITY ATTORNEY PRINCIPAL PLANNER RAY MENTIONED ITEMS IN THE FRONT OF COMMISSIONERS’ BOOKS, AND THAT STAFF IS CONTINUING TO WORK WITH THE PROPERTY OWNER OF BOLL WEEVIL TO HAVE THE SITE CLEANED. HE FURTHER MENTIONED THAT PORT COMMISSIONER VANDEVENTER WILL SOON BE SCHEDULING A PRESENTATION TO UPDATE THE COMMISSION ON RECENT PORT ACTIVITIES. PLANNING DIRECTOR 9 October 15, 2001 COMMISSIONER DETZER ASKED IF WIRELESS FACILITY AT THE NATIONAL GUARD ARMORY COULD BE CONVERTED FROM THE EXISTING MONOPOLE TO A MONOPALM. HE ASKED IF THIS COULD BE INCLUDED AS A CONDITION OF APPROVAL ON THE NEXT APPLICATION OF THAT CELLULAR PROVIDER. COMMISSIONERS CHAIRMAN UNGAB STATED THAT THE PALM TREES SURROUNDING THE PLAZA AND I-805 WIRELESS FACILITY SITE NEED ATTENTION. STAFF STATED THAT THEY HAVE BEEN IN CONTACT WITH THE SERVICE PROVIDER AND ARE WORKING TO BRING THE SITE INTO COMPLIANCE. CHAIRMAN NONE. ORAL COMMUNICATIONS (3 MINUTE TIME LIMIT).
