IF ALL OF THE HOMES WOULD HAVE

MR. CARTON STATED THAT IT
DEPENDS ON THE FAMILY THAT IS
FOUND. THEY WOULD LIKE TO HAVE
THE OPTION OPEN TO HAVE A FOUR
BEDROOM HOME.
3. PUBLIC HEARING – TENTATIVE PARCEL MAP
FOR DIVISION OF ONE LOT INTO THREE LOTS
AT THE NORTH END OF SHERYL LANE
ALONG WITH A ZONE VARIANCE FOR ONE
LOT WITH NO STREET FRONTAGE AND A
MINIMUM 5-FOOT FRONT YARD SETBACK.
APPLICANT: SAN DIEGO HABITAT FOR
HUMANITY. STAFF REPORT BY ASSOCIATE
PLANNER CAIN. CASE FILE NOS. LS-2001-1, Z-
2001-5.
STAFF STATED THAT THE WAY THE
CONDITIONS OF APPROVAL ARE
WRITTEN, FLEXIBILITY IS ALLOWED.
COMMISSIONER MARTINELLI ASKED IF
COLOR SAMPLES WERE AVAILABLE.
MR. CARTON STATED THAT HE DOES
NOT HAVE COLOR SAMPLES. HE
STATED VOLUNTEER LABOR IS USED
TO CONSTRUCT THE HOMES AND THE
EXTERIOR WILL BE VINYL SIDING. HE
STATED THE NEW HOMEOWNERS ARE
GIVEN THE OPTION TO SELECT THE
COLOR OF THEIR NEW HOME. EARTH
TONES ARE GENERALLY USED.
MR. CARTON FURTHER STATED THAT
IF A STUCCO CONTRACTOR OFFERED
HIS SERVICES THEN STUCCO COULD
BE USED.

COMMISSIONER MARTINELLI ASKED
HOW THE COMMISSION COULD BE
SURE THAT EARTH TONES WILL BE
USED.
STAFF STATED THAT THE HOMES WILL
BE REVIEWED UNDER THE BUILDING
PERMIT PROCESS AND STAFF WILL
CONFIRM THIS.
MR. CARTON STATED THAT THE
HOMES ARE BUILT BY VOLUNTEERS
WHO WORK TWO OR THREE DAYS A
WEEK AND IT TAKES APPROXIMATELY
SIX MONTHS TO CONSTRUCT THEM.
THE NEW HOMEOWNER IS REQUIRED
TO SPEND 500 HOURS OF
PARTICIPATION ON THE HOME. THEY
RECEIVE A TWENTY-YEAR INTEREST
FREE MORTGAGE AND PAY PRINICPAL
ONLY. THE HOMES WILL BE PRICED
BETWEEN $110,000 AND $140,000 EACH.
THE POTENTIAL FAMILIES HAVE
INCOMES OF $21,000 TO $34,000 PER
YEAR. HE ALSO STATED THAT THE
FIRST HABITAT FOR HUMANITY
PROJECT IN NATIONAL CITY IS NEAR
COMPLETION AT 4TH AND “B”.
COMMISSIONER DETZER ASKED WHAT
HAPPENS IF THE HOMEOWNER WISHES
TO SELL THE HOME PRIOR TO THE END
OF TWENTY YEARS, IS THE HOME
GUARANTEED TO REMAIN OWNER-
OCCUPIED?
MR. CARTON STATED THAT HABITAT
FOR HUMANITY HAS THE FIRST RIGHT
OF REFUSAL AND EXPLAINED HOW
THE EQUITY IS SPLIT. HE ALSO
STATED THAT HE DOES NOT KNOW IF
THE HOME MUST REMAIN OWNER-
OCCUPIED AND WOULD HAVE TO FIND
OUT.
COMMISSIONERS DISCUSSED WHO
HAS RESPONSIBILITY FOR REPAIRS ON
HOMES AND MR. CARTON’S
EXPERIENCE.
COMMISSIONER GODSHALK ASKED
ABOUT DIFFERENCE BETWEEN THIS
CUL-DE-SAC THE 1300 BLOCK OF K
AVENUE SITUATION.
ASSOCIATE CIVIL ENGINEER LONG
STATED THAT THE CODE REQUIRES AN

80 FT. DIAMETER CUL-DE-SAC. THIS
CUL-DE-SAC IS 70 FT. WIDE. THE
DIFFERENCE IS THAT THIS SITE HAS
EXISTING IMPROVEMENTS AND THE
APPLICANT WILL BE REQUIRED TO
REPAIR THEM. THE “K” AVENUE SITE
HAD ONLY PARTIAL IMPROVEMENTS
AND THE CITY DID NOT WISH TO SEE
AN UNDERSIZED CUL-DE-SAC BUILT.
COMMISSIONER GODSHALK STATED
THAT THERE ARE NO REFLECTORS ON
THE ROADWAY.
ASSOCIATE CIVIL ENGINEER LONG
STATED HE WILL TAKE THAT UNDER
ADVISEMENT.
COMMISSIONER VALDERRAMA ASKED
WHY A FIRE SPRINKLER SYSTEM IS
REQUIRED ONLY ON PARCEL 4.
ASSOCIATE PLANNER CAIN STATED
THAT DUE TO LIMITED ACCESS TO THE
PROPERTIES, A NEW FIRE HYDRANT
WILL BE NEEDED. PARCEL 4 IS THE
FARTHEST FROM THE HYDRANT AND
WILL REQUIRE A SPRINKLER SYSTEM.
CHAIRMAN UNGAB ASKED WHAT
HABITAT FOR HUMANITY IS DOING TO
CONSERVE ENERGY FOR THE NEW
HOMES.
MR. CARTON STATED THAT THEY ARE
PARTNERING WITH SDG&E IN THEIR
ENERGY STAR PROGRAM.
CHAIRMAN UNGAB ASKED IF ALL
IDEAS HAD BEEN CONSIDERED SO
THAT VARIANCES WOULD NOT BE
NEEDED ON THIS PROPERTY.
MR. CARTON STATED THAT THEY ARE
WORKING WITH CDC TO DEVELOP
THIS PROPERTY. THERE ARE SITE
CONSTRAINTS WITH THE
NARROWNESS OF THE CUL-DE-SAC
AND THE DRAINAGE CHANNEL. HE
STATED THEY TRIED TO HAVE FOUR
HOMES, BUT FOUND THAT THREE
WILL WORK BETTER AND ALLOW FOR
YARDS.

JOE GARCIA, 1440 SHERYL LANE,
STATED HE IS CONCERNED ABOUT
THE SLOPE, PROPOSED GRADING,
GRAFFITI IN THE DRAINAGE DITCH
AND SELLING PRICE OF THE HOMES.
HE STATED THAT HOMES IN THE AREA
HAVE BEEN APPRAISED AT $175,000.
HE ASKED ABOUT THE APARTMENTS
ADJACENT TO THE PROPOSED NEW
HOMES AND MENTIONED THEIR
CURRENT RUN DOWN CONDITION. HE
STATED THAT CHANGES APPROVED
FOR THE Q AVENUE APARTMENTS
HAVE NOT BEEN COMPLETED AND
ASK HOW THIS WILL AFFECT THIS
PROJECT.
MR. CARTON STATED THAT THE
GRADING PLAN WILL BE COMPLETED
BY ALGERT ENGINEERING AND WILL
RECEIVE APPROVAL BY THE
ENGINEERING DEPARTMENT. HE ALSO
STATED THAT THEY WILL BE SELLING
THE HOMES FOR THE COST OF
CONSTRUCTION AND HE IS SURE THEY
WILL BE APPRAISED FOR MORE. HE
ALSO STATED THAT CURRENT ACCESS
TO THE DRAINAGE DITCH IS VIA THE
VACANT LOT AND WITH HOMES
PLACED HERE THAT ACCESS WILL BE
GONE.
ASSOCIATE PLANNER CAIN STATED
THAT THE APARTMENTS WILL REMAIN
UNDER SEPARATE OWNER. HE ALSO
STATED THAT THIS PROJECT IS NOT
RELATED TO THE Q AVENUE PROJECT.
CHAIRMAN UNGAB ASKED IF THE
HOMES COULD BE BUILT WITHOUT
THE VARIANCES.
MR. CARTON STATED THAT IT MIGHT
BE POSSIBLE WITH REDUCED SQUARE
FOOTAGE OF THE HOMES.
DIRECTOR POST STATED THAT
USUALLY VARIANCES ARE
DISCOURAGED. STAFF EVALUATED
THIS PROPERTY AND FOUND BECAUSE
OF THE LARGE DRAINAGE EASEMENT
AND THE LONG NARROW SHAPE
THERE IS A HARDSHIP THAT COULD
JUSTIFY A VARIANCE.

THAT MR. GARCIA’S COMMENTS

CONCERNING THE ADJACENT
APARTMENTS ARE CORRECT AND
THAT THE LANDSCAPING IS
OVERGROWN. LANDSCAPING WILL BE
CUT BACK PRIOR TO THE LOT
MERGER.
COMMISSIONER BACA ASKED IF
THERE IS ADEQUATE PARKING AT THE
SITE.
MR. CARTON STATED THAT THE CITY
REQUIRES TWO ON-SITE PARKING
SPACES AND EACH HOME WILL HAVE
A TWO-CAR GARAGE.
COMMISSIONER MARTINELLI
MENTIONED TO MR. GARCIA THAT SHE
HAS SEEN THAT NEW DEVELOPMENT
USUALLY INCREASES PROPERTY
VALUES.

SPOKE IN SUPPORT OF PROJECT AND
DESCRIBED PROPOSED CHANGES AND
NEW SERVICES WHICH WILL BE
OFFERED. HE GAVE A HISTORY OF
THE 372 UNITS AND STATED THAT
CLOSING ARCADIA PLACE WILL
ALLOW MANAGEMENT TO MONITOR
WHO COMES AND GOES ON THE
PROPERTY AND HOPEFULLY
ELIMINATE THE CRIMINAL AND DRUG
ACTIVITY THAT OCCURS ON-SITE. HE
STATED THE BASKETBALL COURTS
WERE NOT USED AND WERE A
CRIMINAL ACTIVITY AREA. HE
STATED THEY WILL CREATE A
PASSIVE RECREATION AREA AND
IMPROVE THE TOT LOTS.

DEPARTMENT.

CIRCULATION WITHIN THE
APARTMENT COMPLEX AND CLOSURE
OF ARCADIA PLACE.
JOE PALMORE, 2734 E. 11TH STREET,
JUAN THOMAS, 2915 E. 11TH STREET,
SPOKE IN SUPPORT OF CLOSURE OF
ARCADIA PLACE. THEY BOTH STATED
THAT 10TH AND 11TH STREETS HAVE A
LARGE AMOUNT OF TRAFFIC DUE TO
THE APARTMENTS. THIS WILL
SEPARATE THE APARTMENTS FROM
THIS NEIGHBORHOOD.
MR. THOMAS STATED THAT HE DID
NOT RECEIVE PUBLIC HEARING
NOTIFICATION.
STAFF VERIFIED THAT MR. THOMAS
DID NOT RECEIVE NOTICE BECAUSE
HE IS OUTSIDE OF THE 300 FT. RADIUS.
COMMISSIONER MARTINELLI STATED
THAT HOPEFULLY WITH NEW
MANAGEMENT SOME OF THE
PROBLEMS RESIDENTS ON 10TH AND
11TH STREETS ARE EXPERIENCING
WILL BE REDUCED OR ELIMINATED.
