HomeMy WebLinkAbout2025-56 - White Cap, L.P. - Purchase of a Traffic Sign Printer for Engineering & Public Works Street & Wastewater Division RESOLUTION NO. 2025 - 56 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, WAIVING THE FORMAL BID PROCESS PURSUANT TO NATIONAL CITY MUNICIPAL CODE SECTION 2.60.260 REGARDING COOPERATIVE PURCHASING AND AUTHORIZING THE CITY TO PIGGYBACK ONTO SOURCEWELL CONTRACT# 121218-HDS WITH HD SUPPLY CONSTRUCTION SUPPLY, LTD (AMENDED TO NEW VENDOR NAME WHITE CAP, L.P.) FOR THE PURCHASE OF AN AVERY DENNISON TRAFFICJET XPRESS SIGN PRINTER, AN AVERY DENNISON KALA LAMINATOR, AND RELATED SOFTWARE AND SERVICES IN A NOT-TO-EXCEED AMOUNT OF $64,790 FOR THE PUBLIC WORKS STREET AND WASTEWATER DIVISION. WHEREAS, the Traffic Signage & Striping unit within the Public Works Street and Wastewater Division is responsible for maintaining traffic control signage and informational signage along public roadways and rights of way; and WHEREAS, the Public Works Street and Wastewater Division utilizes a large printer that allows staff to fabricate laminated sign faces in-house which, at ten (10) years old, has exceeded its useful life and has been having issues that result in operational impacts; and WHEREAS, the City of National City has an opportunity to piggyback onto the Sourcewell Contract# 121218-HDS with HD Supply Construction Supply, Ltd (amended to new vendor name White Cap, L.P.) to allow for the purchase of an Avery Dennison TrafficJet Xpress Sign Printer, an Avery Dennison Kala Laminator, and related software and services, including equipment installation and a 3-day operator training; and WHEREAS, Section 2.60.260 of the National City Municipal Code provides that the City may buy directly from a vendor at a price established through competitive bidding by another public agency whose procedures have been determined to be in substantial compliance with the City's procurement procedures, and such a determination has been made in this case, therefore, it is recommended that the purchase be made without complying with the competitive bidding procedure set forth in the Municipal Code; and WHEREAS, National City's Purchasing staff has confirmed that the Sourcewell Contract # 121218-HDS with HD Supply Construction Supply, Ltd, amended to new vendor name White Cap, L.P., was competitively bid through a Request for Proposals process, and that the Sourcewell procurement procedures are in substantial compliance with those of National City; and WHEREAS, City staff recommends adoption of the resolution as stated. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS: Section 1: That the City Council hereby authorizes waiving the formal bid process pursuant to National City Municipal Code Section 2.60.260 regarding cooperative purchasing and authorizes the City to piggyback onto Sourcewell Contract # 121218-HDS with HD Supply Construction Supply, Ltd (amended to new vendor name White Cap, L.P.)for the purchase of an Avery Dennison TrafficJet Xpress Sign Printer, an Avery Dennison Kala Laminator, and related software and services, including equipment installation and a 3-day operator training, in a not-to- exceed amount of$64,790 for the Public Works Street and Wastewater Division. The agreement for the purchase and related services is attached to the Agenda Report as Exhibit C. Section 2: That the City Clerk shall certify to the passage and adoption of this Resolution and enter it into the book of original Resolutions. iTzi. .
