RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA,
ADOPTING THE 2025 MASTER FEE SCHEDULE.
WHEREAS, cities throughout the State face limited resources, making it critical for them
to ensure that their fees for required or requested services reflect the cost recovery that is
consistent with California law and do not exceed the estimated reasonable cost of providing the
service for which the fee is charged; and
WHEREAS, on April 19, 2022,the City of National City("City")adopted the City of National
City Master Fee Schedule via Resolution 2022-61; and
WHEREAS, the Master Fee Schedule includes a number of user fees, which are charges
for service provided by a governmental agency to the public for services that primarily benefit
individual users rather than the community at large; and
WHEREAS, though the Master Fee Schedule featured some limited updates in October
of 2023, a comprehensive update of the fees has not occurred since 2022, and it was determined
that adjustments in user fees may be necessary to close the gap between current fees and actual
service costs in order to reduce general fund subsidies, allowing such funds to be redirected to
provide services which benefit the community as a whole; and
WHEREAS, on January 31, 2024, the City entered into an agreement with Wildan
Financial Services ('Wildan")to develop a cost allocation plan and perform a comprehensive user
fee study to develop an updated fee schedule that ensures appropriate cost recovery for services
directly benefiting individual users and consistent with applicable laws; and
WHEREAS, based on the calculations and methodology performed by Wildan, as set forth
in the User Fee Study(Exhibit B to the Agenda Report) and Cost Allocation Plan (Exhibit C to the
Agenda Report), staff recommends new and updated user fees as set forth in the 2025 Master
Fee Schedule, attached to the Agenda Report as Exhibit D; and
WHEREAS, the proposed updates in the 2025 Master Fee Schedule include 79 new fees,
320 increased fees, 30 lowered fees, and 151 unchanged fees; and
WHEREAS, changes to City fees require a public hearing and, upon approval, do not
become effective for at least sixty(60) days; and
WHEREAS, a Public Hearing was noticed and held on June 3, 2025, in accordance with
State law; and
WHEREAS, upon approval, the 2025 Master Fee Schedule will become effective on
Augusj4!2025; and
WHEREAS, City staff recommends that the user fees be reviewed annually to ensure cost
recovery is maintained in future years based on the Consumer Price Index or other relevant data
that may be available.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS:
Section 1: That the City Council hereby adopts the 2025 Master Fee Schedule for
user fees within the City of National City, superseding all fees previously established for said
services. The 2025 Master Fee Schedule is attached to the Agenda Report as Exhibit D.
Section 2: That the City Council hereby authorizes City staff to annually review user
fees to ensure cost recovery is maintained in future years based on the Consumer Price Index or
other relevant data that may be available and make recommendations for changes to the Master
Fee Schedule to the City Council.
Section 3: That the City Clerk shall certify to the passage and adoption of this
Resolution and enter it into the book of original Resolutions.
