RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA,
1) WAIVING THE FORMAL BID PROCESS PURSUANT TO NATIONAL CITY MUNICIPAL
CODE SECTION 2.60.260 REGARDING COOPERATIVE PURCHASING AND AUTHORIZING
THE CITY TO PIGGYBACK ONTO SOURCEWELL CONTRACT # 040924-FSC WITH
FEDERAL SIGNAL CORPORATION (SUPPLY PARTNER FOR HAAKER EQUIPMENT
COMPANY) FOR THE PURCHASE OF A 2026 FORD F-650 GAS REGULAR CAB TRUCK
WITH TIMBERLAND S660 RODDING MACHINE AND ASSOCIATED EQUIPMENT IN A NOT-
TO-EXCEED AMOUNT OF $537,000 FOR THE PUBLIC WORKS STREET AND
WASTEWATER DIVISION; 2) AUTHORIZING A FISCAL YEAR 2025 BUDGET ADJUSTMENT
TO ESTABLISH AN APPROPRIATION IN THE AMOUNT OF $37,000 IN BOTH THE SEWER
FUND AND THE VEHICLE ACQUISITION FUND; AND 3) AUTHORIZING THE CITY
MANAGER TO APPROVE ADJUSTMENTS OF UP TO $53,700 TO THE NOT-TO-EXCEED
AMOUNT FOR THE PURCHASE AS A 10% CONTINGENCY FOR UNFORESEEN
FLUCTUATIONS IN PRICING.
WHEREAS, the Public Works Street and Wastewater Division utilizes a 2001 Ford F-
450 Truck with Rodding Body that carries a specialized Rodder machine to cut through tree roots
and other types of sewer blockages, which has exceeded its useful life of 10-12 years, has
required significant maintenance, and is scheduled to be replaced; and
WHEREAS, the City of National City has an opportunity to piggyback onto the Sourcewell
Contract # 040924-FSC with Federal Signal Corporation (supply partner for Haaker Equipment
Company) to allow for the purchase of a new Rodder truck; and
WHEREAS, Section 2.60.260 of the National City Municipal Code provides that the City
may buy directly from a vendor at a price established through competitive bidding by another
public agency whose procedures have been determined to be in substantial compliance with the
City's procurement procedures, and such a determination has been made in this case, therefore,
it is recommended that the purchase be made without complying with the competitive bidding
procedure set forth in the Municipal Code; and
WHEREAS, National City's Purchasing staff has confirmed that the Sourcewell Contract
# 040924-FSC with Federal Signal Corporation (supply partner for Haaker Equipment Company)
was competitively bid through a Request for Proposals process, and that the Sourcewell
procurement procedures are in substantial compliance with those of National City; and
WHEREAS, the adopted budget for Fiscal Year 2025 for the acquisition of the Rodder
truck was $500,000, which is $37,000 less than the amount needed to procure the vehicle,
necessitating a budget augmentation of$37,000; and
WHEREAS, City staff recommends that the City Council authorize a Fiscal Year 2025
budget adjustment to establish an additional appropriation in the amount of $37,000 in both the
Sewer Fund and the Vehicle Acquisition Fund (Sewer) for the purchase; and
WHEREAS, City staff recommends adoption of the resolution as stated.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS:
Section 1: That the City Council hereby authorizes waiving the formal bid process
pursuant to National City Municipal Code Section 2.60.260 regarding cooperative purchasing and
authorizing the City to piggyback onto Sourcewell Contract # 040924-FSC with Federal Signal
Corporation (supply partner for Haaker Equipment Company)for the purchase of a 2026 Ford F-
650 Gas Regular Cab Truck with Timberland S660 Rodding Machine and associated equipment
in a not-to-exceed amount of$537,000 for the Public Works Street and Wastewater Division.
Section 2: That the City Council hereby authorizes a Fiscal Year 2025 Budget
Adjustment to establish an additional appropriation in the amount of $37,000 in both the Sewer
Fund and the Vehicle Acquisition Fund (Sewer)for the purchase.
Section 3: That the City Council hereby authorizes the City Manager to approve
adjustments of up to$53,700 to the not-to-exceed amount for the purchase as a 10% contingency
for unforeseen fluctuations in pricing.
Section 4: That the City Clerk shall certify to the passage and adoption of this
Resolution and enter it into the book of original Resolutions.
