HomeMy WebLinkAbout2025-75 - HUD 2025-2029 Five Year Consolidation Plan, 2025-2026 Annual Action Plan, and Fourth Amendment to Citizen and Community Participation Plan RESOLUTION NO. 2025 - 75 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, ADOPTING THE FOURTH AMENDMENT TO THE U.S DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) CITIZEN AND COMMUNITY PARTICIPATION PLAN, 2025- 2029 FIVE-YEAR CONSOLIDATED PLAN, 2025-2026 ANNUAL ACTION PLAN AND THE ALLOCATION OF 2025-2026 HUD ENTITLEMENT GRANT FUNDS AND PROGRAM INCOME TO COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND HOME INVESTMENT PARTNERSHIPS (HOME) PROGRAM PROPOSED ACTIVITIES. WHEREAS, as an entitlement community, the City of National City("City")administers the Community Development Block Grant ("CDBG") and the Home Investment Partnerships Act ("HOME") Program for the Federal Government under the United States Department of Housing and Urban Development ("HUD"); and WHEREAS, per the federal regulations at 24 CFR, Part 91, the City is required to prepare a Citizen and Community Participation Plan as required for the HUD Five-Year Consolidated Plan; and WHEREAS, per the federal regulations at 24 CFR, Part 91, the City is required to prepare and submit a 2025-2029 Five-Year Consolidated Plan and 2025-2026 Annual Action Plan for the CDBG and HOME entitlement grant programs; and WHEREAS, HUD requires that all CDBG and HOME Program entitlement communities, such as the City, hold one Public Hearing and a 30-day public comment period to solicit input on amendments to the Citizen and Community Participation Plan; and WHEREAS, HUD requires that all CDBG and HOME Program entitlement communities, such as the City, hold at least two public hearings and a 30-day public comment period to solicit input on the 2025-2029 Consolidated Plan and 2025-2026 Annual Action Plan; and WHEREAS, the City Council conducted a duly advertised Public Hearing on June 17, 2025, to receive input from the public regarding the Fourth Amendment to the Citizen and Community Participation Plan;and WHEREAS, the City Council conducted duly advertised Public Hearings on September 17, 2024, and June 17, 2025, to receive input from the public on the Consolidated Plan and Annual Action Plan; and WHEREAS, the 30-day comment period for the Fourth Amendment to the Citizen and Community Participation Plan, 2025-2029 Consolidated Plan, and 2025-2026 Annual Action Plan occurred from May 16, 2025, to June 16, 2025; and WHEREAS, the City will incorporate public comments received into the Fourth Amendment to the Citizen and Community Participation Plan; and WHEREAS, the City will incorporate public comments received into the 2025-2029 Consolidated Plan and 2025-2026 Annual Action Plan; and WHEREAS, HUD has notified the City of its 2025-2026 entitlement allocation in the amounts of$700,241 for CDBG and $325,766.04 for the HOME Program that will be appropriated to the 2025-2026 Annual Action Plan activities, as set forth in Exhibit "A"; and WHEREAS, City staff has identified and verified $72,099.97 in unused HOME funds from 2024-2025 that will be repurposed to supplement the funding of 2025-2026 Annual Action Plan activities, as set forth in Exhibit "A"; and WHEREAS, City staff has also identified and verified program income received from the HOME Program in the amount of $130,666.49 to supplement further the funding of activities in the 2025-2026 Annual Action Plan, as set forth in Exhibit"A." NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS: Section 1: That the City Council hereby adopts the Fourth Amendment to the Citizen and Community Participation Plan; and Section 2: That the City Council authorizes 2025-2026 HUD entitlement funds in the amount of$700,241 for CDBG and $325,766.04 for the HOME Program to be appropriated to the 2025-2026 Annual Action Plan activities, as set forth in Exhibit "A." Section 3: That the City Council authorizes the reallocation of $72,099.97 in unused HOME funds from 2024-2025 that will be repurposed to supplement the funding of 2025-2026 Annual Action Plan activities, as set forth in Exhibit"A." Section 4: That the City Council authorizes the allocation of $130,666.49 in HOME Program income to supplement the funding of activities specified in the 2025-2026 Annual Action Plan, as set forth in Exhibit "A." Section 5: That the City Council authorizes the submission of the 2025-2029 Consolidated Plan and 2025-2026 Annual Action Plan for the expenditure of said funds to HUD. Section 6: That the City Council authorizes the City Manager or his designee to execute the final submission of the 2025-2029 Consolidated Plan and 2025-2026 Annual Action Plan, modify and execute any and all appropriate instruments, certifications, agreements, contracts, and implementing documents related to the implementation and administration of the proposed to the 2025-2026 Annual Action Plan to fully implement the activities funded under said Plan, including subrecipient grant contracts and agreements, based on HUD's appropriation to the City. Section 7: That the City Council authorizes the City Manager or his designee to execute budget adjustments as necessary to reflect the funding allocations in the 2025-2026 Annual Action Plan. Section 8: The City Clerk shall certify to the passage and adoption of this Resolution and enter it into the book of original Resolutions.
