RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA,
ADOPTING THE SECOND SUBSTANTIAL AMENDMENT TO THE 2024-2025 U.S.
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT ANNUAL ACTION PLAN TO
REALLOCATE $71,026.49 IN HOME INVESTMENT PARTNERSHIPS FUNDS FROM
AFFORDABLE HOUSING ACTIVITIES SET-ASIDE TO A COMMUNITY HOUSING
DEVELOPMENT ORGANIZATION SET-ASIDE.
WHEREAS, as an entitlement community, the City of National City("City")administers the
Community Development Block Grant ("CDBG") and the Home Investment Partnerships Act
(HOME) Program for the Federal Government under the United States Department of Housing
and Urban Development (HUD); and
WHEREAS, per the federal regulations at 24 CFR, Part 91, the City is required to prepare
and submit an Annual Action Plan (AAP) for Housing and Community Development Programs
funded by CDBG and HOME; and
WHEREAS, the City Council approved the 2024-2025 AAP and associated funding of
activities on May 7, 2024, through Resolution 2024-38; and
WHEREAS, the City Council approved the First Substantial Amendment to the 2024-2025
AAP on September 17, 2024 through Resolution 2024-109; and
WHEREAS, the City desires to reallocate $71,026.49 in HOME funds from Affordable
Activities Set-Aside to Community Housing Development Organization (CHDO) Set-Aside to
satisfy the requirements of 24 CFR § 92.300; and
WHEREAS, per the federal regulations at 24 CFR Part 91, in order to reallocate said
funds, the City must add a new project to its 2024-2025 AAP, which requires the preparation and
submission of a Substantial Amendment; and
WHEREAS, a 30-day public comment period beginning May 16, 2025, for the Second
Substantial Amendment to the 2024-2025 AAP was noticed via email, the City's website,
hardcopies at City Hall, and the notice was published in the Star News; and
WHEREAS, the City Council conducted a Public Hearing on June 17, 2025, to receive
input from the public; and
WHEREAS, the City incorporated public comments received for the Second Substantial
Amendment to the 2024-2025 AAP.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS:
Section 1: That the City Council authorizes the Second Substantial Amendment to the
2024-2025 Annual Action Plan to reallocate $71,026.49 in HOME funds from Affordable Activities
Set-Aside to Community Housing Development Organization Set-Aside.
Section 2: That the City Council authorizes the submission of the Second Substantial
Amendment to the 2024-2025 Annual Action Plan to the United States Department of Housing
and Urban Development ("HUD") for the expenditure of said funds.
Section 3: That the City Council hereby authorizes the City Manager or their designee
to execute the final submission of the Second Substantial Amendment to the 2024-2025 Annual
Action Plan, modify and execute any and all appropriate instruments, certifications, agreements,
contracts, and implementing documents related to the implementation and administration of the
proposed to the Second Substantial Amendment to the 2024-2025 Annual Action Plan to fully
implement the activities funded under said Plan, including subrecipient grant contracts and
agreements, based on HUD's appropriation to the City.
Section 4: That the City Council also hereby authorizes the City Manager or their
designee to execute budget adjustments as necessary to reflect the funding allocations in the
Second Substantial Amendment to the 2024-2025 Annual Action Plan.
Section 5: The City Clerk shall certify to the passage and adoption of this Resolution and
enter it into the book of original Resolution.
