HomeMy WebLinkAbout2025-107 - Authorizing the Purchase of an Enforcer Aerial Ladder Truck for the National City Fire Department RESOLUTION NO. 2025 - 107 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, WAIVING THE FORMAL BID PROCESS PURSUANT TO NATIONAL CITY MUNICIPAL CODE SECTION 2.60.260 REGARDING COOPERATIVE PURCHASING AND AUTHORIZING THE CITY TO PIGGYBACK ONTO HOUSTON-GALVESTON AREA COUNCIL CONTRACT#FS12- 23 WITH SOUTH COAST FIRE EQUIPMENT FOR THE PURCHASE OF AN ENFORCER PIERCE 107 ASCENDANT AERIAL FIRE TRUCK IN A NOT-TO-EXCEED AMOUNT OF $2,130,947.26 FOR THE NATIONAL CITY FIRE DEPARTMENT. WHEREAS, the National City Fire Department's current reserve ladder truck has been in service for 15 years and the front-line ladder truck has been in service for over 10 years, both of which have exceeded the useful and optimum life cycle of 10 years; and WHEREAS, the lead build-time for a new aerial ladder truck is currently estimated to be about three to four years, which would push the reserve to almost 20 years and the front-line to almost 15 years by the time a new ladder truck is delivered; and WHEREAS, in order to expedite product delivery, City of National City staff will need to place the order for the new ladder truck as soon as possible and, to take advantage of competitive pricing, Engineering & Public Works staff has identified an opportunity for the City of National City to piggyback onto Houston-Galveston Area Council Contract # FS12-23 with South Coast Fire Equipment for the purchase of an Enforcer Pierce 107 Ascendant Aerial Fire Truck, to be purchased in Fiscal Year 2029; and WHEREAS, Section 2.60.260 of the National City Municipal Code provides that the City may buy directly from a vendor at a price established through competitive bidding by another public agency whose procedures have been determined to be in substantial compliance with the City's procurement procedures, and such a determination has been made in this case, therefore, it is recommended that the purchase be made without complying with the competitive bidding procedure set forth in the Municipal Code; and WHEREAS, National City's Purchasing staff has confirmed that the Houston-Galveston Area Council Contract#FS 12-23 with South Coast Fire Equipment was competitively bid through a Request for Proposals process, and that the Houston-Galveston Area Council procurement procedures are in substantial compliance with those of National City; and WHEREAS, City staff recommends adoption of the resolution as stated. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS: Section 1: That the City Council hereby authorizes waiving the formal bid process pursuant to National City Municipal Code Section 2.60.260 regarding cooperative purchasing and authorizing the City to piggyback onto Houston-Galveston Area Council Contract# FS12-23 with South Coast Fire Equipment to place the purchase of an Enforcer Pierce 107 Ascendant Aerial Fire Truck in a not-to-exceed amount of $2,130,947.26 for the National City Fire Department, to be purchased in Fiscal Year 2029. Section 2: That the City Clerk shall certify to the passage and adoption of this Resolution and enter it into the book of original Resolutions.
