RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA,
AUTHORIZING THE ESTABLISHMENT OF ENGINEERING GRANTS FUND APPROPRIATIONS
OF $445,000 FOR ATP 1 AND $380,000 FOR ATP 2 AND CORRESPONDING REVENUE
BUDGETS.
WHEREAS, in June 2022, City of National City ("City") staff submitted two Cycle 6 Active
Transportation Program ("ATP") grant applications to the California Department of Transportation
("Caltrans")for the 24th Street Transit Center Connections Project, CIP No. 23-13 ("Project"); and
WHEREAS, the first ATP project ("ATP 1") proposes to construct Class IV protected
bikeways along E. 30th Street between Hoover Avenue and Highland Avenue, and a combination
of Class II and Class IV bikeways along D Avenue between 22nd Street and 30th Street; and
WHEREAS, the second ATP project("ATP 2") proposes to construct a combination of Class
III (sharrows) and IV bikeways on 22nd Street between Wilson Avenue and National City Blvd, and
a combination of Class II and III bikeways on 24th Street between D Avenue and N Avenue; and
WHEREAS, both ATP projects are part of the Project, which is comprised of these two
segments that complete or improve the bicycle network in the vicinity of the 24th Street Transit
Center located on Wilson Avenue near 22nd Street; and
WHEREAS, at their December 7, 2022 meeting, the California Transportation Commission
("CTC") awarded grants in the amount of $3,496,000 for ATP 1 and $3,288,000 for ATP 2 for the
Project; and
WHEREAS, the $3,496,000 award for ATP 1 was distributed by project phases as follows:
Project Approval and Environmental Documents ("PA&ED") - $148,000; Plans, Specifications, and
Estimate ("PS&E") - $445,000; and Construction ("CON") - $2,903,000; and
WHEREAS, the $3,288,000 award for ATP 2 was distributed by project phases as follows:
PA&ED - $148,000; PS&E - $380,000; CON - $2,760,000; and
WHEREAS, on November 2, 2023 and on December 22, 2023, Caltrans issued
Authorizations to Proceed to the City for the PA&ED phases, formalized as Program Supplement
Agreements ("PSA"), confirming the State Funds portions of $148,000 with a $2,000 local match
for ATP 1 and $148,000 with a $2,000 local match for ATP 2, respectively; and
WHEREAS, on March 19, 2024, the City Council adopted Resolution No. 2024-15
authorizing the Mayor to execute PSAs for ATP 1 and ATP 2, including committing to provide a
local match of$2,000 for ATP 1 and $2,000 for ATP 2, with the understanding that, once the PA&ED
phases are complete, City staff would return to the City Council for the appropriation of funding for
subsequent phases of both ATPs; and
WHEREAS, in June 2025, staff received notification from Caltrans that the CTC approved
funding for the PS&E phase in the amount of$445,000 for ATP 1 and $380,000 for ATP 2; and
WHEREAS, on July 9, 2025, Caltrans issued an authorization to proceed to the City for the
PS&E phase; and
WHEREAS, City staff recommends the City Council adopt this Resolution to establish
Engineering Grants Fund appropriations of $445,000 for ATP 1 and $380,000 for ATP 2 and
corresponding revenue budgets for the Project.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS:
Section 1: That the City Council hereby authorizes the establishment of Engineering
Grants Fund appropriations of $445,000 for ATP 1 and $380,000 for ATP 2 and corresponding
revenue budgets.
Section 2: That the City Clerk shall certify to the passage and adoption of this Resolution
and enter it into the book of original Resolutions.
