RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA,
APPROVING THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF
NATIONAL CITY AND THE NATIONAL CITY MUNICIPAL EMPLOYEES' ASSOCIATION AND
AUTHORIZING THE ESTABLISHMENT OF A FISCAL YEAR 2025-2026 BUDGET
APPROPRIATION IN THE AMOUNT OF $848,151.00 SPREAD ACROSS MULTIPLE
DEPARTMENTS AND FUNDS TO FUND SALARY AND BENEFIT INCREASES.
WHEREAS, on February 1, 2022, the City Council of the City of National City ("City")
approved a Memorandum of Understanding ("MOU")with the National City Municipal Employees'
Association ("MEA")for the period of July 1, 2022 to December 31, 2024; and
WHEREAS, subsequently, on December 3, 2024, the City Council approved a Side Letter
Agreement with MEA extending the MOU six (6) months to June 30, 2025 to allow additional time
to negotiate a successor agreement to the MOU; and
WHEREAS, City and MEA representatives met and conferred in good faith and have come
to an agreement on a successor agreement to the MOU; and
WHEREAS, on August 13, 2025, the MEA membership voted to ratify the terms of a three
(3) year agreement, from July 1, 2025 to June 30, 2028.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS:
Section 1: That the City Council hereby approves the Memorandum of Understanding
between the City of National City and the National City Municipal Employees' Association for a
term of three years, from July 1, 2025 to June 30, 2028. The Memorandum of Understanding is
attached to the Agenda Report as Exhibit C.
Section 2: That the City Council hereby authorizes the City Manager to execute said
Memorandum of Understanding.
Section 3: That the City Council hereby authorizes the establishment of Fiscal Year
2025-2026 budget appropriations in the amount of $848,151.00 spread across multiple
departments and funds totaling to fund salary and benefit increases.
Section 4: That the City Clerk shall certify to the passage and adoption of this
Resolution and enter it into the book of original Resolutions.
