RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA,
AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT WITH SCI CONSULTING
GROUP FOR ONGOING CANNABIS PROGRAM SUPPORT SERVICES FOR A NOT -TO -
EXCEED AMOUNT OF $47,000 PER FISCAL YEAR.
WHEREAS, the City of National City ("City") engages outside consultants for specialized
services, as needed, and previously entered into an agreement with SCI Consulting Group ("SCI")
to assist with development and administration of the City's cannabis program, including process
development, compliance support, and audits, which agreement expired on June 30, 2025; and
WHEREAS, now that cannabis dispensaries authorized under the City's program are
operational, the City is desirous of entering into a new agreement with SCI to provide
management and monitoring services on an ongoing basis, including technical
assistance/subject-matter expertise, annual compliance inspections, and financial audits, in order
to maintain continuity of services for the City's cannabis program; and
WHEREAS, based on SCI's expertise and experience providing such specialized
services, City staff recommends executing a new agreement with SCI for the term of November
4, 2025 through June 30, 2027, for the not -to -exceed amount of $47,000 per fiscal year.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS:
Section 1: That the City Council hereby authorizes the Mayor to execute an
agreement with SCI Consulting Group for ongoing cannabis program support services for the not -
to -exceed amount of $47,000 per fiscal year. The Agreement is attached to the Agenda Report
as Exhibit A.
Section 2: That the City Clerk shall certify to the passage and adoption of this
Resolution and enter it into the book of original Resolutions.
