1 CALL TO ORDER
A Special Meeting of the City Council of the City of National City was called to order at
4:03 p.m. via teleconference and in the Council Chamber, located in City Hall, 1243
National City Boulevard, National City, California.

Councilmembers present: Molina (arrived at 4:07 p.m.), Rodriguez, Yamane, Bush,
Morrison

CLOSED SESSION
Members retired into Closed Session at 4: 25 p.m. and returned at 6: 00 p.m. with all
members present in attendance: Bush, Rodriguez, Yamane, Morrison, Molina, Huth (via
Zoom), and Schultz.
Staff entered Closed Session at 4:25 p.m. for Item No. 5.1; Hicks, Foltz and Hernandez.
In addition, Labor Negotiator Berliner joined the session. Staff left Closed Session at 4: 54
p.m.
Staff entered Closed Session at 4: 54 p.m. for Item No. 5.3; Palma, Reeder and
Hernandez. In addition, Walter Spath, Special Counsel (via Zoom), and Wil Solholt,
Consulant with Kosmont Companies (via Zoom) joined the session. Staff left Closed
Session at 5:44 p.m.
Staff entered Closed Session at 5:44 p.m. for Item No. 5.4; Human Resources Director
Hicks. Staff left Closed Session at 5:50 p.m.
Mayor Morrison announcement of actions taken in Closed Session shall be made at the
Regular City Council Meeting following this meeting at 6:00 p.m.
