RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA,
AUTHORIZING THE INSTALLATION OF RED CURB "NO PARKING" AT TWO STORM DRAIN
INLETS AT THE INTERSECTION OF E. 22ND STREET AND B AVENUE TO PREVENT
VEHICLES FROM BLOCKING ACCESS TO THE INLETS.
WHEREAS, residents have requested that staff assess the runoff conditions between 18th
Street, 22nd Street, National City Blvd, and D Avenue to reduce the perceived flooding risks for
vehicles and properties located near the low point as observed during heavy storm events and
have requested installation of red curb markings to indicate no parking in the vicinity of existing
curb openings to help prevent parked vehicles from obstructing the inlets and grates; and
WHEREAS, staff conducted a site evaluation of the intersection at E. 22nd and B Avenue
and determined that there is a need for red curb "No Parking" in the area immediately adjacent to
the storm drain inlets because, when vehicles are parked directly in front of or over a storm drain
inlet, it can cause significant operational issues and prevent runoff from entering the underground
drainage network to prevent localized flooding and water accumulation on streets; and
WHEREAS, this item was presented to the Traffic Safety Committee on November 12,
2025; and
WHEREAS, staff sent notices to the adjacent properties inviting them to attend the Traffic
Safety Committee Meeting and/or to contact staff with any questions; and
WHEREAS, staff presented this item to the Traffic Safety Committee and, after discussion,
the Traffic Safety Committee voted to approve staff's recommendation to install 40 feet of red
curb "No Parking" on the north side of E. 22nd Street, west of B Avenue; install 20 feet of red curb
"No Parking" on the south side of E. 22nd Street; and install 20 feet of red curb "No Parking" on
the west side of B Avenue, north of E. 22nd Street; and
WHEREAS, National City Municipal Code section 11.32.140 prohibits stopping or parking
at any posted location where parking is restricted or prohibited by resolution of the City Council;
and
WHEREAS, if approved by City Council, all work will be performed by City Public Works.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS:
Section 1: That the City Council hereby authorizes the installation of red curb "No
Parking" at two storm drain inlets at the intersection of E. 22nd Street and B Avenue to prevent
vehicles from blocking access to the inlets.
Section 2: That the City Clerk shall certify to the passage and adoption of this
Resolution and enter it into the book of original Resolutions.
