RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA,
ADDING 1.0 FTE TO THE FIRE DEPARTMENT'S AUTHORIZED POSITION COUNT FOR A
NEW FULL-TIME POSITION OF FIRE BATTALION CHIEF AND AUTHORIZING AN
INCREASE OF $188,000 TO THE FIRE DEPARTMENT'S FISCAL YEAR 2025-2026
PERSONNEL BUDGET.
WHEREAS, on November 18, 2025, the City Council accepted the Emergency Medical
Services (EMS) Transportation & Optimization Study conducted by AP Triton and directed staff
to pursue the development of an in-house municipal ambulance transport system, referred to as
the Ground Emergency Medical Transport ("GEMT") Program; and
WHEREAS, to align with the City Council's direction, the National City Fire Department
requires dedicated leadership to develop, coordinate, and manage the creation of the GEMT, and
the Fire Chief has identified the need for one full-time equivalent ("FTE") Fire Battalion Chief to
prepare the comprehensive GEMT implementation plan, including the proposed operational
design, financial analysis, implementation benchmarks, and procurement planning; and
WHEREAS, City staff recommends the addition of 1.0 FTE to the Fire Department's
current year authorized position count; and
WHEREAS, the salary for the Fire Battalion Chief position will cost an estimated $188,000
over the current fiscal year 2025-2026 adopted budget to fund the position for the remainder of
this fiscal year.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS:
Section 1: That the City Council hereby authorizes the addition of 1.0 FTE to the Fire
Department's fiscal year 2025-2026 authorized position count for a new full-time position of Fire
Battalion Chief.
Section 2: That the City Council hereby authorizes General Fund budget
appropriations of $188,000 in fiscal year 2025-2026 in the Fire Department's personnel budget.
Section 3: That the City Clerk shall certify to the passage and adoption of this
Resolution and enter it into the book of original Resolutions.
