RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA,
WAIVING THE FORMAL BID PROCESS PURSUANT TO NATIONAL CITY MUNICIPAL CODE
SECTION 2.60.260 REGARDING COOPERATIVE PURCHASING AND AUTHORIZING THE
CITY TO PIGGYBACK ONTO NATIONAL IPA TECHNOLOGY SOLUTIONS CONTRACT
#2018011 WITH CDW-G LLC FOR THE PURCHASE OF THIRTY-TWO PANASONIC
TOUGHBOOK MOBILE DATA COMPUTERS IN A NOT -TO -EXCEED AMOUNT OF
$134,541.81 FOR THE NATIONAL CITY POLICE DEPARTMENT.
WHEREAS, the National City Police Department assigns Panasonic Toughbook Mobile
Data Computers ("MDCs") to its officers for use in patrol vehicles for law enforcement purposes;
and
WHEREAS, as of October 2025, Microsoft stopped supporting a key component of
Windows 11, rendering current MDCs obsolete and incompatible for law enforcement purposes
as they are currently utilized by the department; and
WHEREAS, the Police Department has already procured fifty (50) replacement MDCs,
including the purchase of forty (40) MDCs authorized on June 3, 2025 via Resolution No. 2025-
59, but needs an additional thirty-two (32) MDCs to support its operations; and
WHEREAS, the City of National City has another opportunity to piggyback onto National
IPA Technology Solutions Contract #2018011 with CDW-G LLC to allow for the purchase of thirty-
two (32) MDCs for use in department patrol vehicles; and
WHEREAS, Section 2.60.260 of the National City Municipal Code provides that the City
may buy directly from a vendor at a price established through competitive bidding by another
public agency whose procedures have been determined to be in substantial compliance with the
City's procurement procedures, and such a determination has been made in this case, therefore,
it is recommended that the purchase be made without complying with the competitive bidding
procedure set forth in the Municipal Code; and
WHEREAS, National City's Purchasing staff has confirmed that the National IPA
Technology Solutions Contract #2018011 with CDW-G LLC was competitively bid through a
Request for Proposals process, and that the National IPA Technology Solutions procurement
procedures are in substantial compliance with those of National City; and
WHEREAS, City staff recommends adoption of the resolution as stated.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS:
Section 1: That the City Council hereby authorizes waiving the formal bid process
pursuant to National City Municipal Code Section 2.60.260 regarding cooperative purchasing and
authorizes the City to piggyback onto National IPA Technology Solutions Contract #2018011 with
CDW-G LLC for the purchase of thirty-two (32) Panasonic Toughbook Mobile Data Computers in
a not -to -exceed amount of $134,541.81 for the National City Police Department.
Section 2: That the City Clerk shall certify to the passage and adoption of this
Resolution and enter it into the book of original Resolutions.
