HomeMy WebLinkAbout2026-13 - Interim City Attorney Employment AgreementRESOLUTION NO. 2026 - 13 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, APPOINTING HEIDI SKINNER AS INTERIM CITY ATTORNEY AND AUTHORIZING THE MAYOR TO EXECUTE AN EMPLOYMENT AGREEMENT BETWEEN THE CITY OF NATIONAL CITY AND HEIDI SKINNER EFFECTIVE FEBRUARY 4, 2026. WHEREAS, the employment Agreement with City Attorney Barry Schultz expired on December 31, 2025; and WHEREAS, the City of National City has commenced the recruitment process to fill the City Attorney position, but desires to fill the position on an interim basis until such time as a permanent appointment is made; and WHEREAS, the City Council has selected Heidi Skinner to be the Interim City Attorney. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS: Section 1: Heidi Skinner is hereby appointed to the position of Interim City Attorney of the City of National City, effective February 4, 2026. Section 2: In consideration of Ms. Skinner's acceptance of the appointment as Interim City Attorney for the City of National City, the City Council hereby approves the following employment terms and conditions: A. Commencement of Employment February 4, 2026 is hereby designated as the date of commencement of Ms. Skinner's duties to serve as Interim City Attorney. B. Salary/Compensation The base salary to be paid to Ms. Skinner for her services as Interim City Attorney shall be $263,000.00 annually and $750.00 per month for vehicle allowance payable in accordance with the City's customary payroll practices. C. Benefits In addition to base salary, Ms. Skinner shall receive such other benefits as are provided to the Executive Group of the City, including holidays, vacation leave, executive leave, sick leave, and insurance and retirement benefits. Section 3: The Mayor is hereby authorized to execute an Employment Agreement between the City of National City and Heidi Skinner, attached to the Agenda Report as Exhibit A, until the City appoints a permanent City Attorney or unless sooner terminated as set forth in the agreement. Said agreement is on file in the office of the City Clerk. PASSED and ADOPTED this 3rd day of February, 2026.
