RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, 1)
AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT WITH THE
FEDERAL HIGHWAY ADMINISTRATION THROUGH THE SAFE STREETS AND ROADS FOR
ALL GRANT PROGRAM; 2) AUTHORIZING THE ESTABLISHMENT OF AN ENGINEERING
GRANTS FUND APPROPRIATION OF $144,000 AND CORRESPONDING REVENUE
BUDGET; AND 3) COMMITTING TO PROVIDING A LOCAL MATCH OF $36,000.
WHEREAS, the United States Department of Transportation Federal Highway
Administration ("FHWA") oversees the Safe Streets and Roads for All ("SS4A") grant program,
which aims to improve roadway safety by substantially reducing traffic -related fatalities and
serious injuries; and
WHEREAS, in May 2024, the City of National City ("City") applied for grant funding through
the SS4A program for the 8th Street and Roosevelt Avenue Transportation Corridor Safety project
("Project"); and
WHEREAS, in September 2024, staff received notification from FHWA that the City had
been awarded partial funding for the Project in the amount of $144,000 for supplemental planning
activities, with a required local match from the City of $36,000; and
WHEREAS, the SS4A grant funds will be used to update the safety data analysis and
conduct public engagement for the City's Systemic Safety Analysis Report Program/Local
Roadway Safety Plan; and
WHEREAS, funds are available to meet the local match utilizing prior City appropriations
for Traffic Monitoring and System Improvements; and
WHEREAS, City staff recommends the City Council adopt this Resolution authorizing the
City Manager to execute the grant agreement with FHWA for the Project to allow reimbursement
for eligible project expenses.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS:
Section 1: That the City Council hereby authorizes the City Manager to execute a
grant agreement with the Federal Highway Administration through the Safe Streets and Roads
for All Grant Program.
Section 2: That the City Council hereby authorizes the establishment of an
Engineering Grants Fund appropriation of $144,000 and corresponding revenue budget.
Section 3: That the City Council hereby authorizes to commit to providing a local
match of $36,000 from the Traffic Monitoring and System Improvements project.
Section 4: That the City Clerk shall certify to the passage and adoption of this
Resolution and enter it into the book of original Resolutions.
