RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA,
AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO ACCEPT GRANT FUNDS IN
THE AMOUNT OF $600,000, EXECUTE GRANT AGREEMENTS, AND AUTHORIZE THE
IMPLEMENTATION OF THE CLEAN CA COMMUNITY CLEANUP AND EMPLOYMENT
PATHWAY ("CCEP") GRANT PROGRAM AND ESTABLISH APPROPRIATIONS FOR
RELATED EXPENSES.
WHEREAS, the Clean CA Program, through its Clean CA Local Grants Program, is
authorized under California Streets and Highways Code Section 91.41 to provide funding and
resources to support local projects that advance the program's goals and objectives; and
WHEREAS, in April 2026, the City of National City ("City") was awarded a grant from the
California Department of Transportation ("Caltrans") under the Community Cleanup and
Employment Pathway ("CCEP") Grant Program; and
WHEREAS, these funds will be programmed to support litter abatement and public
space beautification efforts on locally owned public right-of-way while creating workforce
development opportunities for individuals facing barriers to employment; and
WHEREAS, as a condition of grant acceptance, Caltrans requires execution of a
Restricted Grant Agreement that will commence on April 15, 2026 with work to be completed no
later than July 30, 2027; and
WHEREAS, the Restricted Grant Agreement contains an award of $600,000 from
Caltrans and a commitment of $175,000 from the City in match and in -kind contributions.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS:
Section 1: That the City Council authorizes the acceptance of Clean California
Community Cleanup and Employment Pathway ("CCEP") grant funds in the amount of $600,000
and a commitment of $175,000 from the City in match and in -kind contributions.
Section 2: That the City Council authorizes the City Manager or his designee to execute
any and all appropriate instruments, certifications, agreements, contracts, and implementing
documents related to the implementation and administration of the CCEP grant.
Section 3: That the City Council authorizes the City Manager or his designee to execute
budget adjustments as necessary to administer the CCEP grant and related expenses.
Section 4: The City Clerk shall certify to the passage and adoption of this Resolution and
enter it into the book of original Resolution.
