SPECIAL MEETING MINUTES OF THE CITY COUNCIL
CLOSED SESSION
March 27, 2026, 3:00 p.m.
City Council Chamber - 1243 National City Boulevard

Present: Councilmember Bush
Councilmember Rodriguez (arrived 3:04 p.m.)
Councilmember Yamane
Vice -Mayor Molina
Mayor Morrison
Others Present: Richard Romero, Assistant City Attorney
Alicia Hicks, Director of Human Resources

1. CALL TO ORDER
A Special Meeting of the City Council of the City of National City was called to order at
3:02 p.m. via teleconference and in the Council Chamber, located in City Hall, 1243
National City Boulevard, National City, California.
2. ROLL CALL
Councilmembers present, Bush, Rodriguez (arrived 3:04 p.m.), Yamane, Molina, Morrison
3. PLEDGE OF ALLEGIANCE TO THE FLAG
Councilmember Yamane led the Pledge of Allegiance.
4. PUBLIC COMMENT (Public Comment will be restricted to Agenda Items Only)
Mayor Morrison allowed two -minutes for each public comment.

5. CLOSED SESSION
Members retired into Closed Session at 3:14 p.m. and returned at 4:09 p.m. with members
Yamane, Molina, Morrison, Bush, Rodriguez, and Romero present. Councilmembers
Bush and Rodriguez were absent from the meeting when the Council returned to open
session.
Assistant City Attorney Richard Romero announced that no reportable action was taken
by the City Council on the Closed Session item.

Position: City Attorney
6. ADJOURNMENT
Mayor Morrison adjourned to the Regular Meeting of the City Council of the City of National
City, Tuesday, April 7, 2026, 6:00 p.m. in the Council Chamber, located in City Hall, 1243
National City Boulevard, National City, California.
The meeting adjourned at 4:10 p.m.
