RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA, AUTHORIZING AN AGREEMENT WITH WRIGHT, L'ESTRANGE &
ERGASTOLO FOR LEGAL SERVICES FOR THE DEVELOPMENT OF AN
EMERGENCY AMBULANCE SERVICE PROGRAM.
WHEREAS, the Fire Department is in the process of evaluating and developing a
Public Provider Ground Emergency Medical Transport Program, which involves complex
legal considerations including coordination with San Diego County and the San Diego County
Emergency Medical Services Office, compliance with state and federal emergency medical
services laws, procurement requirements and reimbursement program regulations; and
WHEREAS, staff is recommending that the City retain Wright, L'Estrange & Ergastolo
("Firm"), a law firm with specialized experience advising public agencies on emergency
medical services and healthcare related legal matters; and
WHEREAS, the agreement is for a total not-to-exceed amount of $100,000 and will
allow the Firm to assist the City on an as-needed basis with program development.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS
FOLLOWS:
Section 1: That the City Council hereby authorizes the Mayor to execute an
agreement with Wright, L'Estrange & Ergastolo for evaluating and developing a Public
Provider Ground Emergency Medical Transport Program for a total not-to-exceed amount of
$100,000.
Section 2: That the City Clerk shall certify to the passage and adoption of this
Resolution and enter it into the book of original Resolutions.
PASSED and ADOPTED this 21st day of April, 2026.
