RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA,
ADOPTING UPDATED CITY USER FEES AND UPDATING THE MASTER FEE SCHEDULE.
WHEREAS, cities throughout the State face limited resources, making it critical for them
to ensure that their fees for required or requested services reflect the cost recovery that is
consistent with California law and do not exceed the estimated reasonable cost of providing the
service for which the fee is charged; and
WHEREAS, on June 3, 2025, the City of National City ("City")adopted the City of National
City Master Fee Schedule via Resolution 2025-62; and
WHEREAS, on January 20, 2026, the City amended the Master Fee Schedule to include
updated user fees for the Neighborhood Services, Engineering & Public Works, and Building
Departments via Resolution 2026-08; and
WHEREAS, the Master Fee Schedule includes a number of user fees, which are charges
for service provided by a governmental agency to the public for services that primarily benefit
individual users rather than the community at large; and
WHEREAS, on adoption of the Master Fee Schedule, the City Council authorized City
staff to annually review user fees to ensure cost recovery is maintained in future years based on
the Consumer Price Index or other relevant data that may be available and make
recommendations for changes to the Master Fee Schedule to the City Council; and
WHEREAS, in the twelve months prior to January 2026, the United States Bureau of Labor
Statistics observed a core Consumer Price Index inflation rate of 2.6%; and
WHEREAS, additionally, the City has concluded negotiations with its represented
employee groups, including compensation increases that resulted in increased hourly rates for
staff which the City must account for in its cost recovery plans; and
WHEREAS, the updated user fees include five new fees, 404 increased fees, one
decreased fee, and 185 unchanged fees, as shown in Exhibit C to the Agenda Report; and
WHEREAS, changes to City fees require a public hearing and, upon approval, do not
become effective for at least sixty (60) days; and
WHEREAS, a public hearing was noticed for and held on April 21, 2026, in accordance
with State law; and
WHEREAS, upon approval, the updated user fees will become effective on July 1, 2026.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS:
Section 1: That the City Council hereby authorizes the adoption of the user fees as
listed in Exhibit C to the Agenda Report, while all other user fees adopted by Resolution 2025-62,
as amended by Resolution 2026-08, shall remain the same. The updated Master Fee Schedule
is attached to the Agenda Report as Exhibit B.
Section 2: That the City Clerk shall certify to the passage and adoption of this
Resolution and enter it into the book of original Resolutions.
