HomeMy WebLinkAbout2026-62 - Projects to Receive Funding Pursuant to SB1 from the Road Maintenance and Rehabilitation Account through the Local Streets and Roads Funding Program RESOLUTION NO. 2026 - 62 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, 1) APPROVING THE FOLLOWING PROJECTS PROPOSED TO RECEIVE FUNDING FROM THE ROAD MAINTENANCE AND REHABILITATION ACCOUNT THROUGH THE LOCAL STREETS AND ROADS FUNDING PROGRAM AS REQUIRED BY SENATE BILL 1, THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017: A) CITYWIDE PROTECTED LEFT TURN ENHANCEMENTS PROJECT, CIP 19-22, B) 8TH STREET BICYCLE AND PEDESTRIAN RAIL CROSSING ENHANCEMENTS, CIP 22-33, AND C) 24TH STREET TRANSIT CENTER CONNECTIONS PROJECT, CIP 23-13; AND 2) AUTHORIZING THE ESTABLISHMENT OF A GAS TAX(RMRA) FUND APPROPRIATION AND CORRESPONDING REVENUE BUDGET OF $1,654,471 FOR FISCAL YEAR 2026-2027. WHEREAS, Senate Bill 1 ("SB 1"), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017)was passed by the Legislature and Signed into law by the Governor in April 2017 to address the significant multi-modal transportation funding shortfalls statewide; and WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of the City of National City ("City") are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year; and WHEREAS, the City must adopt by resolution a list of projects proposed to receive fiscal year funding from the Road Maintenance and Rehabilitation Account("RMRA"), created by SB 1, which must include a description and the location of each proposed project, a proposed schedule for the project's completion, and the estimated useful life of the improvement; and WHEREAS, the City will receive an estimated $1,654,471 in RMRA funds for FY 2027; and WHEREAS, this is the tenth year in which the City is receiving SB 1 funding, which will enable the City to continue essential road maintenance and rehabilitation projects, safety improvements, repairing and replacing aging bridges, and increasing access and mobility options for the traveling public that would not have otherwise been possible without SB 1; and WHEREAS, the City prioritizes projects based on health and safety benefits, input from the community, pavement conditions assessments, project costs, schedule and available funding, and consistency with long-range planning documents and policies; and WHEREAS, the list of projects proposed to receive funding from the RMRA were developed based on these criteria to ensure revenues are being used on high-priority and cost- effective projects that meet the community's priorities for transportation investment; and WHEREAS, revenues received from the RMRA will greatly assist the City in increasing the overall quality and sustainability of our transportation system for the benefit of the public; and WHEREAS, the funding from SB 1 will help the City maintain and rehabilitate approximately one (1) mile of roadways throughout the community this year, as well as funding upgrades to traffic signals by adding protected left-turn phases and new signal heads at 13 intersections, in addition to funding the pre-construction phase of improvements to bicycle and pedestrian facilities at one (1) intersection; and WHEREAS, the 2023 California Statewide Local Streets and Roads Needs Assessment found that the City's streets and roads are in an "at-risk" condition and this revenue will help the City increase the overall quality of our road system and, over the next decade, will bring our streets and roads into a "good" condition; and WHEREAS, the SB 1 project list and overall investment in our local streets and roads infrastructure with a focus on basic maintenance and safety, investing in complete streets infrastructure, and using cutting-edge technology, materials and practices, will have significant positive co-benefits statewide. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS: Section 1: That the City Council hereby authorizes, as required by Senate Bill 1, the following list of newly proposed projects to be funded in-part or solely with Road Maintenance and Rehabilitation Account revenues in Fiscal Year 2026-2027: 1) Citywide Protected Left Turn Enhancements Project, CIP 19-22 — Construction Phase — Upgrade existing permissive left-turn phases and signal heads with protected left-turn phases on existing and/or new traffic signal poles and mast arms; add left turn lane striping at project signalized intersections; Americans with Disabilities Act (ADA) improvements; and miscellaneous concrete repairs associated with this work. Location: E. 8th Street and Roosevelt Avenue; Plaza Blvd and Roosevelt Avenue; 16th Street and D Avenue; 18th Street and D Avenue; 24th Street and D Avenue; L Avenue and Plaza Blvd; N Avenue and Plaza Blvd; L Avenue and 18" Street; Palm Avenue and 16th Street; Palm Avenue and 18" Street; Prospect Street and Sweetwater Road; Grove Street and Plaza Blvd; Euclid Avenue and 20th Street; Harbison Avenue and 8th Street. Estimated Project Schedule (Start-End): October 2026 to December 2027. Estimated Project Useful Life: 20 years. 2) 8th Street Bicycle and Pedestrian Rail Crossing Enhancements, CIP 22-33 — Pre- Construction Phase — Improve bicycle and pedestrian connections along 8th Street from the Transit Station to Harbor Drive, including the BNSF rail crossing, including constructing continuous ADA-compliant sidewalks and pedestrian crossings over the railroad and Harbor Drive on both the north and south sides of 8th Street; traffic signal modifications, lighting, water quality improvements, signing and striping; and pavement rehabilitation with mill and overlay, ADA improvements, and miscellaneous concrete repairs associated with this work. Location: W. 8th Street from Harbor Drive to National City Blvd. Estimated Project Schedule (Start-End): July 2026 to July 2028. Estimated Project Useful Life: 10 to 15 years. 3) 24th Street Transit Center Connections protect, CIP 23-13 — Construction Phase — Construct Class IV protected bikeways along E 30th Street between Hoover Avenue and Highland Avenue; a combination of Class II and Class IV bikeways along D Avenue between 22nd Street and 30th Street; and Class II facilities along D Avenue between 22nd Street and 18th Street; construct a combination of Class III (sharrows) and Class IV bikeways on 22nd Street between Wilson Avenue and D Avenue, and a combination of Class II, Ill, and IV facilities on 24th Street between B Avenue and N Avenue; provide safety and accessibility upgrades at key crosswalks and install two new traffic signals; and pavement rehabilitation with mill and overlay, ADA improvements, and miscellaneous concrete repairs associated with this work. Location: E 30th Street between Hoover Avenue and Highland Avenue; D Avenue between 22nd Street and 30th Street; D Avenue between 22nd Street and 18th Street; 22nd Street between Wilson Avenue and D Avenue; 24th Street between B Avenue and N Avenue. Estimated Project Schedule (Start-End): November 2026 to July 2028. Estimated Project Useful Life: 10 to 15 years. Section 2: That the City Council hereby authorizes, as required by Senate Bill 1, the following previously proposed and authorized project (for Fiscal Year 2025-2026 funding) to be funded in-part or solely with Road Maintenance and Rehabilitation Account revenues in Fiscal Year 2026-2027, reaffirming the public and the State the intent to fund the project with Road Maintenance and Rehabilitation Account revenues: 8th Street and Roosevelt Avenue Active Transportation Corridor, CIP 19-44 — Construction Phase — Improvements to pedestrian and bicycle facilities along 8th Street (between the MTS trolley tracks and Roosevelt Avenue), Roosevelt Avenue (between 8th Street and Main Street), and Main Street (between Division Street and Yama Street)within the City of National City including, but not limited to, construction of a new shared-use path with landscaped buffer, installation of new lighting and electrical infrastructure, irrigation and landscaping improvements, drainage enhancements, and installation of new signage and striping, as well as pavement rehabilitation with mill and overlay, ADA improvements, and miscellaneous concrete repairs associated with this work. Location: W. 8th Street from Harbor Drive to National City Blvd; Roosevelt Avenue from W. 8th Street to Main Street; Main Street from Roosevelt Avenue to Yama Street. Estimated Project Schedule (Start-End): October 2026 to December 2027. Estimated Project Useful Life: 10 to 15 years. Section 3: That the City Council hereby authorizes the establishment of an appropriation and a corresponding revenue budget of $1,654,471 in the Gas Tax (RMRA) Fund in Fiscal Year 2026-2027. Section 4: That the City Clerk shall certify to the passage and adoption of this Resolution and enter it into the book of original Resolutions. PASSED and ADOPTED this 2nd day of June, 2026.
