SPECIAL MEETING MINUTES OF THE CITY COUNCIL

Present: Councilmember Bush
Councilmember Rodriguez (arrived at 11:05 a.m.)
Councilmember Yamane (arrived at 11:05 a.m.)
Vice-Mayor Molina
Mayor Morrison
Others Present: Heidi Skinner, Interim City Attorney
Tonya Hussain, Deputy City Clerk
1. CALL TO ORDER
A Special Meeting of the City Council of the City of National City was called to order at
11:03 a.m. via teleconference and in the Council Chamber, located in City Hall, 1243
National City Boulevard, National City, California.
2. ROLL CALL
Councilmembers present: Bush, Rodriguez (arrived at 11:05 a.m.), Yamane (arrived at
11:05 a.m.), Molina, Morrison
3. PLEDGE OF ALLEGIANCE TO THE FLAG
Councilmember Bush led the Pledge of Allegiance.
4. PUBLIC COMMENT (Public Comment will be restricted to Agenda Items Only)
None.
5. CLOSED SESSION
Members retired into Closed Session at 11:05 a.m. and returned at 5:25 p.m. with all
members present in attendance: Bush, Rodriguez, Yamane, Molina, Morrison, and
Skinner.
Interim City Attorney Heidi Skinner reported that the City Council directed her to begin
negotiations for a contract for a permanent City Manager.
5.1 PUBLIC EMPLOYMENT
Government Code Section 54957(b)(1) Position: City Manager
6. ADJOURNMENT
Mayor Morrison adjourned to the Regular Meeting of the City Council of the City of National
City, Tuesday, May 19, 2026, 6:00 p.m. in the Council Chamber, located in City Hall, 1243
National City Boulevard, National City, California.
The meeting adjourned at 5:26 p.m.
